AN ACT
T o amend chapter 191, RSMo, by adding thereto one new section relating to children's access
to health care services.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 191, RSMo, is amended by adding thereto one new section, to be
2 known as section 191.709, to read as follows:
191.709. 1. As used in this section, the following terms mean:
2 (1) "Dismiss", to terminate an established physician-patient rel ationship;
3 (2) "Health car e pr ovider", the same meaning given to the term in section
4 376.1350;
5 (3) "Health care service", the same meaning given to the term in section
6 376.1350;
7 (4) "V accination status", a minor child's status with regard to whether the child
8 has recei ved a vaccination against one or mor e diseases.
9 2. A health care pr ovider shall not re fuse, withhold fr om, or deny a minor child
10 any health care service based on the child's vaccination status.
11 3. A physician or physician gr oup in a medical practice shall not dismiss a minor
12 child patient from the practice based on the willingness or r efusal to consent to
13 vaccination of the child on the part of the paren t or other person authorized to consent
14 for the child.
