AN ACT
T o amend chapter 341, RSMo, by adding thereto one new section relating to licensure
reciprocity for plumbers.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 341, RSMo, is amended by adding thereto one new section, to be
2 known as section 341.240, to read as follows:
341.240. 1. For purposes of this section, "plumber's license" means any license,
2 certificate, r egistration, or permit that enables an individual to legally engage in the
3 business of plumbing in a particular jurisdiction after passing a test appr oved by the
4 division of profes sional regi stration within the department of commer ce and insurance.
5 2. Notwithstanding any other pr ovision of law to the contrary , any political
6 subdivision that requ ires an individual to obtain a plumber's license before engaging in
7 the business of plumbing in the political subdivision shall rec ognize a valid curren t
8 plumber's license issued by another political subdivision in the state as sufficient for its
9 purposes and waive its own licensur e req uirement for the license holder if the license
10 holder successfully passed an examination appr oved by the division of pr ofessional
11 r egistration in order to obtain the plumber's license fr om the other political subdivision.
12 The license holder still shall obtain a business license in the other political subdivision.
13 3. Recipr ocity shall be extended to the holder of a license issued before August
14 28, 2026, if the holder was req uired to pass a test to obtain the license.
15 4. (1) This section shall apply to an individual who is a plumber's appr entice, a
16 journeyman plumber , or a master plumber .
17 (2) This section shall not be construed to apply to a plumbing for eman.
