AN ACT
T o repeal section 494.425, RSMo, and to enact in lieu thereof one new section relating to jury
service eligibility .
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Section 494.425, RSMo, is repealed and one new section enacted in lieu
2 thereof, to be known as section 494.425, to read as follows:
494.425. The following persons shall be disqualified from serving as a petit or grand
2 juror:
3 (1) Any person who is less than [ twenty-one ] nineteen years of age;
4 (2) Any person not a citizen of the United States;
5 (3) Any person not a resident of the county or city not within a county served by the
6 court issuing the summons;
7 (4) Any person who has been convicted of a felony , unless such person has been
8 restored to his civil rights;
9 (5) Any person unable to read, speak and understand the English language, unless
10 such person's inability is due to a vision or hearing impairment which can be adequately
11 compensated for through the use of auxiliary aids or services;
12 (6) Any person on active duty in the Armed Forces of the United States or any
13 member of the or ganized militia on active duty under order of the governor;
14 (7) Any judge of a court of record;
15 (8) Any person who, in the judgment of the court, is incapable of performing the
16 duties of a juror because of mental or physical illness or infirmity . The juror or the juror's
17 personal representative, may provide the court with documentation from a physician licensed

18 to practice medicine verifying that a mental or physical condition renders the person unfit for
19 jury service for a period of up to twenty-four months.
