AN ACT
T o amend chapter 188, RSMo, by adding thereto one new section relating to reproductive
health care services.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 188, RSMo, is amended by adding thereto one new section, to be
2 known as section 188.345, to read as follows:
188.345. 1. For purposes of this section, the term "medically accurate and
2 unbiased information" means information that is:
3 (1) V erified or supported by the weight of medical res ear ch conducted in
4 compliance with accepted scientific methods;
5 (2) Recognized as corr ect and objective by leading medical organizations with
6 r elevant expertise or government agencies, such as the:
7 (a) American Academy of Family Physicians;
8 (b) American Academy of Pediatrics;
9 (c) American College of Obstetricians and Gynecologists;
10 (d) American College of Physicians;
11 (e) American Medical Association;
12 (f) American Psychological Association;
13 (g) American Public Health Association;
14 (h) Centers for Disease Contr ol and Pr evention;
15 (i) Food and Drug Administration;
16 (j) National Cancer Institute; or
17 (k) National Institutes of Health; or
EXPLANA TION — Matter enclosed in bold-faced brackets [thus] in the above bill is not enacted and is
intended to be omitted from the law . Matter in bold-face type in the above bill is proposed language.
18 (3) Recommended by or affirmed in the medical practice guidelines of a
19 nationally r ecognized accr editing organization, such as the:
20 (a) Joint Commission;
21 (b) National Committee for Quality Assurance (NCQA);
22 (c) American Accred itation HealthCar e Commission or Utilization Review
23 Accr editation Commission (AAHC/URAC); or
24 (d) Accred itation Association for Ambulatory Health Car e (AAAHC).
25 2. For purposes of this section, the term "pr egnancy-r elated services" includes,
26 but is not limited to, family planning, abortion care, pren atal care, labor and delivery ,
27 and postpartum care.
28 3. T o be eligible to r eceive state funding, all organizations that prov ide
29 pr egnancy-r elated services or counseling shall pr ovide medically accurate and unbiased
30 information on all relev ant repr oductive health options including, but not limited to,
31 information about birth contro l, pr egnancy , adoption, labor and delivery , and
32 postpartum care.
