AN ACT
T o amend chapter 324, RSMo, by adding thereto one new section relating to the issuance of
professional licenses to certain individuals.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 324, RSMo, is amended by adding thereto one new section, to be
2 known as section 324.1 173, to read as follows:
324.1 173. 1. Notwithstanding any other pro vision of law to the contrary , for
2 purposes of obtaining a pr ofessional or occupational license, a person has demonstrated
3 lawful presence and is eligible to obtain a pro fessional or occupational license if the
4 person submits:
5 (1) An unexpir ed employment authorization document issued by the United
6 States Department of Homeland Security , Form I-766; and
7 (2) Documentation issued by the United States Department of Homeland
8 Security , the United States Citizenship and Immigration Services, or any other federal
9 agency , including a Form I-797 used by the United States Citizenship and Immigration
10 Services, demonstrating that such person is described in Section 202(c)(2)(B)(i) thr ough
11 (ix) of the federal REAL ID Act of 2005, Pub. L. 109-13.
12 2. A pr ofessional or occupational license issued to a person eligible pursuant to
13 subsection 1 of this section shall be valid only for the period of time during which such
14 person's employment authorization document is valid.
15 3. Nothing in this section shall affect the requ irem ents to obtain a profession al or
16 occupational license that ar e unr elated to the lawful pres ence r equir ements
1 7 demonstrated pursuant to this section.
EXPLANA TION — Matter enclosed in bold-faced brackets [thus] in the above bill is not enacted and is
intended to be omitted from the law . Matter in bold-face type in the above bill is proposed language.
18 4. Nothing in this section shall be construed to grant eligibility for any public
19 benefits other than obtaining a pr ofessional or occupational license.
20 5. Any person who has complied with the requ irem ents of this section shall have
21 his or her employment authorization document verified thr ough the Systematic Alien
22 V erification for Entitlements Pr ogram operated by the United States Department of
23 Homeland Security or an equivalent pr ogram designated by the United States
24 Department of Homeland Security .
25 6. The general assembly enacts this section pursuant to the authority pr ovided in
26 8 U.S.C. Section 1621(d), as such section existed on August 28, 2026.
