AN ACT
T o amend chapter 34, RSMo, by adding thereto one new section relating to the use of
or ganized labor for certain state contracts.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 34, RSMo, is amended by adding thereto one new section, to be
2 known as section 34.075, to read as follows:
34.075. 1. In letting contracts for the performance of any job or service rel ating
2 to construction, infrastructur e, transportation, energy or utilities, manufacturing,
3 health car e, education, public safety , or water and waste management, the state shall
4 give pref erence to bidders whose employees are members of labor organizations when
5 the quality of performance pr omised is equal or better and the price quoted is the same
6 or less or whenever competing bids ar e, in their entiret y , comparable.
7 2. As used in this section "labor organization" means any organization that
8 exists for the purpose, in whole or in part, of collective bargaining or of dealing with
9 employers concerning grievances, terms or conditions of employment, or for other
10 mutual aid or pro tection in relat ion to employment.
