AN ACT
T o amend chapter 160, RSMo, by adding thereto one new section relating to accountability
measures for elementary and secondary schools.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 160, RSMo, is amended by adding thereto one new section, to be
2 known as section 160.524, to read as follows:
160.524. 1. The state board of education shall develop an annual accountability
2 r eport card for each public school district, public school, and public charter school in
3 the state for the purpose of pr oviding information about school performance in
4 accordance with the provi sions of this section. In addition to pro viding information
5 about student performance, the rep ort card shall be designed to satisfy federal rep orting
6 r equir ements for the disclosur e of information about students, staff, finances, and other
7 data. Accountability r eport cards shall be designed in a standardized, clear , and easily
8 accessible form so that they can be easily understood by par ents, taxpayers, school
9 personnel, legislators, and the media.
10 2. The state board of education shall assign the duties of implementing the
11 pr ovisions of this section to the department of elementary and secondary education or
12 may contract with a private entity in accordance with the pr ovisions of chapter 34.
13 3. (1) The state board of education shall prov ide an embargoed version of the
14 school accountability repo rt cards for the pr evious school year to each public school
15 district, public school, and public charter school by July fifteenth of each year .
16 (2) W ithin thirty-six hours of delivering the embargoed version of the repor t
17 cards to public school districts, public schools, and public charter schools, the

18 department of elementary and secondary education shall publish in a clear and easily
19 accessible location on its website the district and school accountability report cards for
20 the prev ious school year .
21 4. Befor e August fifteenth of each year , each public school district, public school,
22 and public charter school shall publish in a clear and easily accessible location on its
23 website the district and school accountability r eport cards fr om the pr evious school
24 year .
25 5. The state board of education shall assign each public school district, public
26 school, and public charter school one of the following ratings, which shall be based on a
27 zer o-to-one-hundred scale:
28 (1) "A" for those districts and schools prod ucing excellent student outcomes;
29 (2) "B" for those districts and schools prod ucing mor e-than-satisfactory student
30 outcomes;
31 (3) "C" for those districts and schools prod ucing satisfactory student outcomes;
32 (4) "D" for those districts and schools pr oducing less-than-satisfactory student
33 outcomes; and
34 (5) "F" for those districts and schools failing to pr oduce adequate student
35 outcomes.
36 6. (1) Each public school and public charter school shall earn a school rating
37 under subsection 5 of this section.
38 (2) A public school district, public school, or public charter school that does not
39 test at least ninety-five percen t of its students shall have its rating under subsection 5 of
40 this section lower ed by one level.
41 (3) (a) There is hereb y creat ed the "Show Me Success Pr ogram" to prov ide
42 financial awards to public schools that experience high student performance and those
43 with high student academic growth, which shall include a "Success Ready Graduate"
44 measur e for high schools.
45 (b) If moneys are available, a public school or public charter school shall rece ive
46 performance-based funding of:
47 a. One hundr ed dollars per student who attends the public school or public
48 charter school if:
49 (i) The public school or public charter school is in the top five per cent of all
50 public schools in Missouri in student performance under the criteria set forth by rule of
51 the state board of education; or
52 (ii) The public school or public charter school is in the top five perc ent of all
53 public schools in Missouri in student academic gr owth under the criteria set forth by
54 rule of the state board of education; or

55 b. Fifty dollars per student who attends the public school or public charter
56 school if:
57 (i) The public school or public charter school is in the top ten per cent but below
58 the top five percen t of all public schools in Missouri in student performance under the
59 criteria set forth by rule of the state board of education; or
60 (ii) The public school or public charter school is in the top ten percen t but below
61 the top five per cent of all public schools in Missouri in student academic grow th under
62 the criteria set forth by rule of the state board of education.
63 (c) The rew ards listed in paragraph (b) of this subdivision shall:
64 a. Begin after the 2026-27 state-mandated annual summative assessment; and
65 b. Be based upon the r esults of the state-mandated annual summative
66 assessment.
67 (d) Moneys shall be distributed to the school's fiscal agent and placed in the
68 school's account and shall be used for nonr ecurring bonuses to the school faculty and
69 classr oom staff.
70 7. The department shall develop a critera-r efer enced gr owth measur e, called
71 "gr owth to pr oficiency", in addition to the existing normative value-added gr owth
72 measur e. Gr owth to pr oficiency shall evaluate for each student with two consecutive
73 years of Missouri assessment progra m performance levels whether that student has
74 made sufficient pr ogr ess to put them on a trajectory to reach grade-level proficie ncy
75 within thr ee years or by grade ten, whichever comes first.
76 8. The rating under subsection 5 of this section for a public school district, public
77 school, or public charter school shall be based on the following factors:
78 (1) Student academic achievement level, calculated as the per centage of students
79 pr oficient or higher on re quir ed English language arts, math, and science assessments
80 thr ough the Missouri assessment prog ram;
81 (2) Student academic growth in English language arts, math, and science using a
82 gr owth to proficien cy metric and a value-added gro wth metric of:
83 (a) All students; and
84 (b) The lowest-performing quartile of students; and
85 (3) For high schools:
86 (a) The student four -year graduation rate; and
87 (b) A "Success Ready Graduate" measur e, calculated by the department of
88 elementary and secondary education, which shall include the number of students
89 graduating with merit or distinction and which shall include consideration of:
90 a. Advanced placement examinations upon which students achieve a scor e of
91 thr ee or higher;

92 b. International baccalaur eate examinations for an international baccalaureate
93 diploma pro gramme course upon which students achieve a scor e of four or higher;
94 c. Dual enro llment in core subjects with a "C"-course grade or higher;
95 d. Passing an industry-r ecognized cred ential or car eer technical education
96 certificate that is high wage, high demand;
97 e. Completion of an early college or associate degr ee; and
98 f. Completion of stackable cred entials.
99 9. The rating assigned under subsection 5 of this section for elementary and
100 middle schools shall be based on overall student academic achievement level, value-
101 added gro wth, and gr owth to pr oficiency as follows:
102 (1) Achievement level, value-added academic growth, and growth to proficien cy
103 shall be calculated and repo rted separately for English language arts, math, and
104 science; and
105 (2) As a portion of the rating assigned:
106 (a) Academic achievement level shall repr esent forty per cent of the rating;
107 (b) V alue-added gr owth shall rep res ent thirty per cent of the rating; and
108 (c) Gr owth to pro ficiency shall r epresent thirty per cent of the rating.
109 10. At least seventy-five per cent of the rating assigned under subsection 5 of this
110 section for high schools shall be based on overall student academic achievement level,
111 value-added gr owth, and growth to proficien cy as follows:
112 (1) Achievement level, value-added academic growth, and growth to proficien cy
113 shall be calculated and repo rted separately for English language arts, math, and
114 science; and
115 (2) As a portion of the rating assigned:
116 (a) Academic achievement level shall re present twenty-five per cent of the rating;
117 (b) V alue-added gr owth shall rep res ent twenty-five percen t of the rating;
118 (c) Gr owth to pro ficiency shall r epresent twenty-five perce nt of the rating;
119 (d) The "Success Ready Graduate" measur e shall rep res ent fifteen percen t of
120 the rating; and
121 (e) The student four -year graduation rate shall rep rese nt ten percen t of the
122 rating.
123 1 1. Public school districts, public schools, and public charter schools shall report
124 for high schools the number of graduates who within six months of graduation attend
125 postsecondary education or training pr ograms, serve in the military , serve in national or
126 community service, or ar e employed in a living-wage career as determined by a
127 governmental agency or nongovernmental organization with expertise in living-wage
128 calculation.

129 12. For public school districts, the annual rep ort shall follow the same method
130 used for calculating a school grade except at the district level.
131 13. The state board of education shall additionally develop an annual
132 accountability report card for the state department of elementary and secondary
133 education for the purpose of provi ding information about department performance in
134 supporting districts and schools in pr oducing positive outcomes for students. This
135 r eport card shall consider the following:
136 (1) The percen tages of Missouri students annually attending schools rated "A",
137 "B", "C", "D", or "F" under subsection 5 of this section, with the objective being to
138 incr ease the per centage of students attending mor e highly rated schools each year;
139 (2) The performance of Missouri students on state assessments r elative to
140 student performance on the National Assessment of Education Pr ogress , with the
141 objective being to ensur e that student pr oficiency rates on both assessments are in
142 r easonable alignment; and
143 (3) An anonymous annual survey of all leaders of Missouri local educational
144 agencies reg arding their satisfaction with the efficacy and timeliness of the support and
145 communication recei ved fr om the department of elementary and secondary education.
146 14. The rating scale under subsection 5 of this section shall automatically
147 incr ease to ensure rigor in the calculation such that when success is achieved
148 expectations are raised the following school year so that performance does not stagnate.
149 When sixty-five percen t of public schools earn an "A" or a "B", the "A", "B", "C", and
150 "D" ratings of the rating scale shall each incr ease the following school year by five
151 per centage points to incr ease the level of student outcomes necessary to earn an "A",
152 "B", "C", or "D".
