AN ACT
T o repeal section 9.289 as enacted by house bill no. 1738, one hundred first general assembly ,
second regular session, and section 9.289 as enacted by house bill no. 2627, one
hundred first general assembly , second regular session, and to enact in lieu thereof
fifty new sections relating to state designations.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Section 9.289 as enacted by house bill no. 1738, one hundred first general
2 assembly , second regular session, and section 9.289 as enacted by house bill no. 2627, one
3 hundred first general assembly , second regular session, are repealed and fifty new sections
4 enacted in lieu thereof, to be known as sections 9.021, 9.025, 9.238, 9.289, 9.358, 9.392,
5 9.405, 9.412, 9.413, 9.418, 9.501, 9.502, 9.504, 9.509, 9.510, 9.513, 9.514, 9.516, 10.265,
6 10.281, 10.282, 10.283, 10.284, 10.287, 10.288, 10.289, 10.292, 227.895, 227.898, 227.900,

9 follows:
9.021 . The week beginning the last Monday of September each year shall be
2 known as "Fro ntotemporal Degeneration (FTD) A war eness W eek" in Missouri.
3 Fr ontotemporal degeneration, also fr equently r eferred to as fr ontotemporal dementia,
4 r epresent s a grou p of brain disorders caused by degeneration of the fr ontal or temporal
5 lobes of the brain, rep rese nting the most common form of dementia for people under the
EXPLANA TION — Matter enclosed in bold-faced brackets [thus] in the above bill is not enacted and is
intended to be omitted from the law . Matter in bold-face type in the above bill is proposed language.
6 age of sixty . The citizens of this state ar e encouraged to participate in appr opriate
7 events and activities that will incr ease awar eness of fr ontotemporal degeneration, to
8 support prog rams of res earch and education surrou nding fro ntotemporal degeneration,
9 and to support individuals and families impacted by fro ntotemporal degeneration.
9.025 . The month of January is her eby designated as "Blood Donor A waren ess
2 Month". It is reco mmended to the people of this state that the month be appr opriately
3 observed thr ough activities that incr ease awar eness of the importance of blood
4 donation. The state deems blood and blood prod ucts to be a critical res our ce and a vital
5 public health asset that must be read ily available at all times.
9.238 . The month of September is her eby designated as "Pediatric Cancer
2 A war eness Month" in Missouri. Pediatric cancers ar e the leading cause of death fr om
3 disease among children in the United States. The citizens of the state of Missouri are
4 encouraged to participate in events that honor and support families who have been
5 impacted by pediatric cancer , raise awar eness, and fund res earch into pediatric cancer
6 pr evention, diagnosis, and tre atment.
[ 9.289 . 1. The first full week in May each year shall be known and
2 designated as "T ardive Dyskinesia A wareness W eek". T ardive dyskinesia is a
3 movement disorder that is characterized by random, involuntary , and
4 uncontrolled movements of dif ferent muscles in the face, trunk, and
5 extremities. The citizens of this state are encouraged to observe the week
6 with appropriate events and activities to raise awareness of tardive dyskinesia.
7 2. The provisions of this section shall expire on August 28, 2026. ]
9.289. [ 1. ] The first full week of May each year shall be known and designated as

9.358 . April twenty-second each year is hereb y designated as "Missouri Black
2 Bear A waren ess Day". Citizens of this state ar e encouraged to participate in
3 appr opriate events and activities to prov ide education about efforts to conserve
4 Missouri's black bear population.
9.392 . December first each year is her eby designated as "Freeman Bosley , Sr .
2 Day" in Missouri. The citizens of this state are encouraged to participate in appr opriate
3 events and activities to celebrate the legendary St. Louis City politician who r etir ed in
4 2017 after thirty years of service to the city and was an advocate for young people
5 participating in government and engaging in public service.

9.405 . April twenty-seventh each year is her eby designated as "Ulysses S. Grant
2 Day" in Missouri. The citizens of this state are encouraged to participate in appr opriate
3 events and activities to celebrate the life of the Civil W ar general and eighteenth
4 pr esident of the United States, who made his home in St. Louis, Missouri, in the years
5 following his graduation fr om W est Point and before the Civil W ar .
9.412 . The month of September each year is her eby designated as "Brain
2 Aneurysm A waren ess Month" in Missouri. The citizens of this state are encouraged to
3 participate in appr opriate events and activities to raise awaren ess about the causes of
4 and tr eatments for brain aneurysms, which affect nearly two hundr ed thousand people
5 each year .
9.413 . November twenty-fourth each year is hereb y designated as "Frankie
2 Muse Fr eeman Day" in Missouri. The citizens of this state ar e encouraged to
3 participate in appr opriate events and activities to celebrate Frankie Muse Fr eeman, a
4 St. Louis attorney who was a champion for civil rights, won a landmark case that ended
5 legal racial discrimination in St. Louis public housing, and was the first black woman
6 appointed to the United States Commission on Civil Rights by presid ent L yndon B.
7 Johnson.
9.418 . The last full week of April each year shall be known as "Infertility
2 A war eness W eek" in Missouri. It is estimated that appr oximately one in eight couples in
3 the United States experience infertility , impacting people across all racial, ethnic,
4 socioeconomic, and cultural backgrou nds. The citizens of this state ar e encouraged to
5 participate in appr opriate events and activities to raise awar eness about infertility .
9.501 . The first full week in September each year is hereb y designated as "June's
2 W eek" and "Rar e Pediatric Disease W eek" in Missouri in honor of June, a young
3 Missourian undergoing trea tment for an atypical teratoid rhabdoid tumor , subtype B
4 (A TR T -B). The citizens of this state are encouraged to participate in appr opriate events
5 and activities to raise public awar eness of rar e pediatric diseases, encourage early
6 r ecognition of symptoms, and honor Missouri children and families affected by rar e
7 pediatric diseases.
9.502 . Mar ch twenty-sixth of each year is her eby designated as "Pediatric Acute-
2 Onset Neur opsychiatric Syndr ome (P ANS)/Pediatric Autoimmune Neurop sychiatric
3 Disorder Associated with Str eptococcus (P ANDAS) A ware ness Day". The citizens of
4 this state are encouraged to participate in appr opriate events and activities to raise
5 P ANS/P ANDAS awar eness.
9.504 . April fifth each year is her eby designated as "Racquetball Day" in
2 Missouri, in honor of Kirkwood Racquetball, USA Racquetball's five-time consecutive
3 high school national champions. The citizens of this state are encouraged to participate

4 in appr opriate events and activities to learn mor e about the sport of racquetball and
5 celebrate Missouri's racquetball accomplishments.
9.509 . April thirtieth each year is her eby designated as "W illiam Lacy Clay Sr .
2 Day" in Missouri. The citizens of this state are encouraged to participate in appr opriate
3 events and activities to celebrate the life and legacy of Wi lliam Lacy Clay Sr ., who
4 r epresent ed Missouri's first district in Congr ess fr om 1969 to 2001 and was one of the
5 founding members of the Congr essional Black Caucus.
9.510 . May tenth each year is her eby designated as "Missouri River Runner
2 Day" in Missouri. The citizens of this state are encouraged to participate in appr opriate
3 events and activities to recogn ize the ro le of passenger rail in connecting Missouri
4 communities, supporting economic development, and pr omoting safe and reliab le
5 transportation acro ss the state.
9.513 . Mar ch twelfth each year is her eby designated as "Charlie Parker Day" in
2 Missouri. The citizens of this state are encouraged to participate in appr opriate events
3 and activities to celebrate the life and contributions of Charlie Parker , an influential
4 saxophonist, band leader , and composer who was also a leading figur e in the
5 development of bebop.
9.514 . July fifteenth each year is her eby designated as "Leon Jordan Day" in
2 Missouri. The citizens of this state are encouraged to participate in appr opriate events
3 and activities to celebrate the life and legacy of Leon Jordan, an influential African-
4 American politician and civil rights leader who was assassinated on July 15, 1970, while
5 serving as a member of the Missouri house of rep res entatives.
9.516 . June twenty-eighth each year is her eby designated as "Eliot and Muriel
2 Battle Day" in Missouri. The citizens of this state ar e encouraged to participate in
3 appr opriate events and activities to celebrate the lives of Eliot Battle, the first Black
4 faculty member at Hickman High School in Columbia, and Muriel Battle, the first Black
5 principal in the Columbia Public School District. The couple worked as a team to ease
6 racial tensions during the 1960s and have been r ecognized with schools in Columbia
7 named in their honor: Eliot Battle Elementary School and Muriel Wi lliams Battle High
8 School.
10.265 . The song "Missouri", written by Musician 1st Class Kenny Ray Horton,
2 is selected for , and shall be known as, the official state pr omotional song for the state of
3 Missouri.
10.281 . The smooth chanterel le, scientifically known as Canthar ellus lateritius, is
2 selected for and shall be known as the official mushr oom for the state of Missouri.
10.282 . The city of Dexter is selected for and shall be known as the official "Rib
2 City" for the state of Missouri.

10.283 . Missouri Military Academy in the city of Mexico is selected for and shall
2 be known as the official military academy of the state of Missouri.
10.284 . The Missouri Cherry Blossom Festival in the city of Marshfield is
2 selected for and shall be known as the official state cherry blossom festival for the state
3 of Missouri.
10.287 . The city of Kansas City is selected for and shall be known as the official
2 "Barbecue Capital" of the state of Missouri.
10.288 . The city of Belle is selected for and shall be known as the official
2 "Cowbell Capital" of the state of Missouri.
10.289 . The city of Bland is selected for and shall be officially known as "The
2 Silver City of the Rock Island T rail" for the state of Missouri.
10.292 . If the Kansas City Chiefs relo cate outside of this state, the St. Louis
2 Battlehawks shall be the official pr ofessional football team of the state of Missouri.
227.895 . The portion of State Highway D fr om State Highway C continuing
2 north to State Highway Y in St. Francois County shall be designated as the "Carl G
3 Koester Memorial Highway". The department of transportation shall erect and
4 maintain signs designating such highway , with the costs to be paid by private donations.
227.898 . The portion of State Highway WW fr om State Highway 13 continuing
2 to State Highway H in Gr eene County shall be designated the "Gary D McCormack
3 Nemo Macto Unus Memorial Highway". The department of transportation shall erect
4 and maintain appr opriate signs designating such highway , with the costs to be paid by
5 the department of transportation.
227.900 . The bridge on CST Dougherty Ferry Road cr ossing over Interstate 270
2 in St. Louis County shall be designated the "Army SSG Salvator e Palazzolo Memorial
3 Bridge". The department of transportation shall erect and maintain appr opriate signs
4 designating such bridge, with the costs to be paid by the department of transportation.
227.901 . The portion of U.S. Highway 24 fro m Davis Road continuing east to
2 Ferguson Spring Road in Jackson County shall be designated the "WWII Robert Earl
3 Sauls Memorial Highway". The department of transportation shall erect and maintain
4 appr opriate signs designating such highway , with the costs to be paid by private
5 donations.
227.902 . The portion of State Highway E fr om CRD 101 continuing east to CRD
2 361 in Johnson County shall be designated the "Captain V ernon Collett Memorial
3 Highway". The department of transportation shall erect and maintain appr opriate
4 signs designating such highway , with the costs to be paid by the department of
5 transportation.

227.903 . The bridge on State Highway CC cro ssing over Interstate 44 in W ebster
2 County shall be designated the "Dr T ommy Macdonnell Memorial Bridge". The
3 department of transportation shall er ect and maintain appr opriate signs designating
4 such bridge. Notwithstanding pr ovisions of section 227.296, the costs shall be paid by
5 the department of transportation in recogn ition of the honor ee's Silver Star A ward.
227.904 . The portion of State Highway 13 fr om Interstate 35 continuing north to
2 U.S. Highway 136/69 in Harrison County shall be designated the "Dr Scott Hall
3 Memorial Highway". The department of transportation shall er ect and maintain
4 appr opriate signs designating such highway , with the costs to be paid by private
5 donations.
227.905 . The bridge on Business 63 cr ossing over U.S. Highway 60 in Howell
2 County shall be designated the "Jerrad Bennett Memorial Bridge". The department of
3 transportation shall erect and maintain appr opriate signs designating such bridge, with
4 the costs to be paid by private donations.
227.906 . The portion of State Highway 9 from Horizons Parkway continuing
2 north to Park College Entrance Drive in Platte County shall be designated as the
3 "Fir efighter Paramedic Graham J Hoffman Memorial Highway". The department of
4 transportation shall erect and maintain appro priate signs designating such highway ,
5 with the costs to be paid by the department of transportation.
227.907 . The bridge on State Highway 139 cr ossing over Barber Creek in
2 Putnam County shall be designated the "PVT W illiam W Smith Memorial Bridge".
3 The department of transportation shall er ect and maintain approp riate signs
4 designating such bridge, with the costs to be paid by the department of transportation.
227.908 . The bridge on State Highway 139 cros sing over Hooton/Newtown Cr eek
2 in Sullivan County shall be designated the "CPL V ernon D Jobe Memorial Bridge".
3 The department of transportation shall er ect and maintain approp riate signs
4 designating such bridge, with the costs to be paid by the department of transportation.
227.909 . The bridge on State Highway EE cr ossing over Medicine Cr eek in
2 Sullivan County shall be designated the "PVT Charles A Paxton Memorial Bridge".
3 The department of transportation shall er ect and maintain approp riate signs
4 designating such bridge, with the costs to be paid by the department of transportation.
227.910 . The portion of State Highway D fro m CST Quendo A venue continuing
2 east to CST Sutter A venue in St. Louis County shall be designated the "Mayor Mary
3 Louise Carter Highway". The department of transportation shall erect and maintain
4 appr opriate signs designating such highway , with the costs to be paid by private
5 donations.

227.91 1 . The portion of U.S. Highway 61 fro m CRD R7 School Road continuing
2 north to CRD Plattin Road in Jefferson County shall be designated the "Army PFC
3 Gary Prather Memorial Highway". The department of transportation shall erect and
4 maintain appr opriate signs designating such highway , with the costs to be paid by the
5 department of transportation.
227.912 . The portion of U.S. Highway 63 fro m the southern access at CST East
2 Str eet/State Highway 17 continuing north to CST Main Str eet in T exas County shall be
3 designated the "Emmett Kelly Sr Memorial Highway". The department of
4 transportation shall erect and maintain appro priate signs designating such highway ,
5 with the costs to be paid by private donations.
227.913 . The portion of State Highway 79 fr om State Highway D continuing
2 north to CRD 1 18 in Pike County shall be designated as the "Police Chief Richard A
3 Hughes Memorial Highway". The department of transportation shall erect and
4 maintain appr opriate signs designating such highway , with the costs to be paid by the
5 department of transportation.
227.915 . The bridge on Interstate 70 cr ossing over CST Grand Blvd in St. Louis
2 city shall be designated as the "Fr eeman Bosley Sr Memorial Bridge". The department
3 of transportation shall erect and maintain appr opriate signs designating such bridge,
4 with the costs to be paid by private donations.
227.917 . The portion of State Route PP fr om T anzanite Drive to the eastern fork
2 in State Route PP in Boone County shall be designated as the "Officer Evan Alexander
3 Dunn Memorial Highway". The department of transportation shall erect and maintain
4 signs designating such highway , with the costs to be paid by the department of
5 transportation.
227.918 . The portion of State Highway AC fr om Pr ovidence Road to Lemone
2 Industrial Boulevard in Boone County shall be designated as the "Betty Ann McCaskill
3 Memorial Highway". The department of transportation shall er ect and maintain signs
4 designating such highway , with the costs to be paid by private donations.
620.430 . 1. There is her eby established the designation of "Missouri Rock Island
2 T rail Community" for municipalities located along the Rock Island T rail corridor that
3 pr omote outdoor recr eation, heritage tourism, and economic development within this
4 state.
5 2. The following municipalities are hereb y designated as Missouri Rock Island
6 T rail communities:
7 (1) The City of Bland; and
8 (2) The City of Belle.

9 3. Additional municipalities located along the Rock Island T rail corridor may be
10 designated as Missouri Rock Island T rail Communities by act of the general assembly .
11 4. Nothing in this section shall be construed to req uir e the expenditur e of state
12 funds.
Section 1 . The portion of Interstate 70 fr om State Highway 13 continuing east to
2 State Highway T in Lafayette County shall be designated as "George Seals Memorial
3 Highway". The department of transportation shall ere ct and maintain appr opriate signs
4 designating such highway , with the costs to be paid by private donations.
Section 2 . The portion of State Highway 86 fr om 50th Str eet continuing south to
2 Redding Mill Bridge in Newton County shall be designated as the "Constable John
3 W esley Harryman Sr Memorial Highway". The department of transportation shall
4 er ect and maintain appr opriate signs designating such highway , with the costs to be paid
5 by private donations.
Section 3 . September twelfth of each year is hereby designated as "George Jones
2 Day" in Missouri. The citizens of this state are encouraged to participate in appr opriate
3 events and activities to reco gnize the musical accomplishments of George Jones.
