AN ACT
To repeal section 115.133, RSMo, and to enact in lieu thereof one new section relating to voter
qualifications.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Section 115.133, RSMo, is repealed and one new 1
section enacted in lieu thereof, to be known as section 115.133, 2
to read as follows:3
115.133. 1. Except as provided in subsection 2 of 1
this section, any citizen of the United States who is a 2
resident of the state of Missouri and seventeen years and 3
six months of age or older shall be entitled to register and 4
to vote in any election which is held on or after his or her 5
eighteenth birthday. 6
2. No person who is adjudged incapacitated shall be 7
entitled to register or vote. No person shall be entitled 8
to vote: 9
(1) While confined under a sentence of imprisonment; 10
(2) While on probation or parole after conviction of a 11
felony pursuant to chapter 566 or 573 or section 565.020, 12
565.021, 565.050, 565.052, 565.072, 565.079, 568.020, 13

568.045, or 569.160, until finally discharged from such 14
probation or parole; or 15
(3) After conviction of a felony or misdemeanor 16
connected with the right of suffrage. 17
3. Except as provided in federal law or federal 18
elections and in section 115.277, no person shall be 19
entitled to vote if the person has not registered to vote in 20
the jurisdiction of his or her residence prior to the 21
deadline to register to vote. 22
