AN ACT
T o amend chapter 208, RSMo, by adding thereto one new section relating to property tax
appeal assistance programs for seniors.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 208, RSMo, is amended by adding thereto one new section, to be
2 known as section 208.1000, to read as follows:
208.1000. 1. Subject to appr opriation, the department of social services shall
2 establish a grant progr am to pro vide funds to senior -serving nonprof it organizations to
3 assist seniors in appealing pr operty tax assessments.
4 2. The department shall develop an application for nonprof it organizations to
5 apply for grants which shall include, but not be limited to:
6 (1) The name, addr ess, phone number , and email of the nonpr ofit organization;
7 (2) The dir ector's name and qualifications;
8 (3) A summary of the type of services the nonprof it organization pro vides,
9 including the number of employees and the number of individuals served;
10 (4) The geographic r each of the services pr ovided by the nonprof it organization;
11 and
12 (5) The specific pr ogram or plans for a pro gram the nonpro fit organization has
13 for assisting seniors with pr operty tax appeals, including staff, experience in pr operty
14 tax appeals or similar work, and how the nonpro fit organization plans to conduct
15 outr each to senior citizens.
16 3. The department shall consider the following when awarding grants:
EXPLANA TION — Matter enclosed in bold-faced brackets [thus] in the above bill is not enacted and is
intended to be omitted from the law . Matter in bold-face type in the above bill is proposed language.
17 (1) The nonpr ofit organization's ability to pr ovide senior citizens with assistance
18 in appealing prop erty tax assessments;
19 (2) The number of seniors the nonpr ofit organization is capable of serving;
20 (3) The level of need in the area that the nonpro fit organization serves; and
21 (4) The funds available for awards.
22 4. The director may pro mulgate all necessary rules and regul ations for the
23 administration of this section. Any rule or portion of a rule, as that term is defined in
24 section 536.010, that is crea ted under the authority delegated in this section shall
25 become effective only if it complies with and is subject to all of the provi sions of chapter
26 536 and, if applicable, section 536.028. This section and chapter 536 are nonseverable
27 and if any of the powers vested with the general assembly pursuant to chapter 536 to
28 r eview , to delay the effective date, or to disappr ove and annul a rule are subsequently
29 held unconstitutional, then the grant of rulemaking authority and any rule pr oposed or
30 adopted after August 28, 2026, shall be invalid and void.
