AN ACT
T o amend chapter 227, RSMo, by adding thereto one new section relating to signs honoring
Congressional Medal of Honor recipients.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 227, RSMo, is amended by adding thereto one new section, to be
2 known as section 227.855, to read as follows:
227.855. 1. The department of transportation shall place a sign at the city limits
2 of the hometown, or other suitable location determined at the discret ion of the
3 department based on the available right of way , coordination with any other existing
4 traffic contro l devices, and impacts on roa dway safety , of any Missouri r esident who is a
5 r ecipient of the Congre ssional Medal of Honor . For purposes of this section,
6 "hometown" means the city , town, or village in which the recip ient r esided for the
7 majority of the r ecipient's lifetime. Only one hometown shall be designated per
8 r ecipient and signs shall appear on only one rou te thr ough the recip ient's hometown.
9 The signs shall be paid for , erec ted, and maintained by the department of transportation
10 by appr opriation fr om the Missouri medal of honor recip ients fund established under
11 section 226.925.
12 2. The signs shall featur e the words "Medal of Honor Recipient", the name of
13 the rec ipient, and the year in which such person received the award. The overall design
14 of the sign, including size, color , and lettering, shall be determined by the department
15 based on available space in the right of way and to conform with the guidelines pr ovided
16 in the Manual on Uniform T raffic Contro l Devices for Str eets and Highways.
EXPLANA TION — Matter enclosed in bold-faced brackets [thus] in the above bill is not enacted and is
intended to be omitted from the law . Matter in bold-face type in the above bill is proposed language.
17 3. The department of transportation may pro mulgate rules and r egulations to
18 implement and administer the pr ovisions of this section. Any rule or portion of a rule,
19 as that term is defined in section 536.010, that is creat ed under the authority delegated
20 in this section shall become effective only if it complies with and is subject to all of the
21 pr ovisions of chapter 536 and, if applicable, section 536.028. This section and chapter
22 536 are nonseverable and if any of the powers vested with the general assembly
23 pursuant to chapter 536 to revi ew , to delay the effective date, or to disappr ove and annul
24 a rule are subsequently held unconstitutional, then the grant of rulemaking authority
25 and any rule prop osed or adopted after August 28, 2026, shall be invalid and void.
