AN ACT
T o amend chapter 160, RSMo, by adding thereto one new section relating to youth
or ganizations providing information, services, and activities to students within school
districts.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 160, RSMo, is amended by adding thereto one new section, to be
2 known as section 160.3400, to read as follows:
160.3400. 1. As used in this section, the following terms mean:
2 (1) "School", the same meaning as defined in section 160.077;
3 (2) "School district", the same meaning as defined in section 160.01 1;
4 (3) "Y outh organization", a corporation chartered by Congr ess and listed in
5 T itle 36, Subtitle II, Part B, as of January 1, 2026.
6 2. (1) Each school district shall, upon r equest, allow a repr esentative of any
7 youth organization to pr ovide:
8 (a) Oral or written information to the students of such school district r egarding
9 the youth organization and how such youth organization furthers the educational
10 inter ests and civic involvement of students in a manner consistent with good citizenship;
11 and
12 (b) Services and activities to any student of such school district who is a member
13 of such youth organization.
14 (2) Each req uesting youth organization shall be permitted to prov ide such
15 information, services, and activities in a school building or on the school gr ounds of a
16 school in each school district at least once during each school year .

17 3. Each school district shall make a good-faith effort to select a date, time, and
18 location for each req uesting youth organization to provi de such information, services, or
19 activities that is mutually agr eeable to the school district and to the youth organization.
20 Oral information provi ded under paragraph (a) of subdivision (1) of subsection 2 of this
21 section shall be provi ded only during noninstructional time.
22 4. Prior to allowing a rep res entative of a youth organization to provi de
23 information, services, or activities at a school under this section, such repr esentative
24 shall be subject to a backgroun d check. Except as otherwise pr ovided by this section or
25 by pr ocedur es set forth by the Missouri state highway patro l, the parameters of the
26 backgr ound check shall be determined by the r elevant school district. A school district
27 may pr ohibit any rep res entative of a youth organization who has been convicted of a
28 felony fr om prov iding information, services, or activities under this section at any school
29 in such school district. Each repr esentative of a youth organization is res ponsible for all
30 costs associated with obtaining such backgro und check.
