AN ACT
T o repeal sections 1 15.145 and 1 15.205, RSMo, and to enact in lieu thereof four new sections
relating to voter registration of new residents.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Sections 1 15.145 and 1 15.205, RSMo, are repealed and four new sections
2 enacted in lieu thereof, to be known as sections 1 15.145, 1 15.205, 441.325, and 442.620, to
3 read as follows:
1 15.145. Each election authority shall have the following duties with respect to
2 registration:
3 (1) T o conduct registration at its of fice or of fices throughout the entire year , including
4 any four -week period prior to an election for the purpose of registration of persons for
5 subsequent elections, on all usual business days and during its regular of fice hours in the
6 manner required by this chapter;
7 (2) T o instruct and direct each deputy registration of ficial in the performance of his or
8 her duties including those agencies mandated and optional, including as optional any
9 institution of higher education located in the state, under the National V oter Registration Act
10 of 1993 and to supply each deputy with the proper registration forms and other necessary
11 supplies;
12 (3) T o designate the times, dates and places or areas for additional voter registration
13 by any deputy appointed pursuant to subsection 2 of section 1 15.143, and to publicize the
14 times, dates and places or areas of such registration in any manner reasonably calculated to
15 inform the public; provided, that the place or area for voter registration by deputies appointed

16 under subsection 3 of section 1 15.143 shall be located in the school for which the deputy has
17 been appointed;
18 (4) Retain all voter registration records and registration list maintenance records for a
19 minimum of two years. The election authority shall compile data from the records as may be
20 necessary for compliance with the National V oter Registration Act of 1993;
21 (5) Number or use another system of identifying the original agency of the voter
22 registration application ; and
23 (6) Make available for landlords and r ealtors a packet of information for new
24 r esidents, which shall include a voter r egistration form, instructions for the voter
25 r egistration form, a written explanation that adults alr eady regi stered to vote in the
26 county will need to file a change of addr ess, and any other information the election
27 authority deems appr opriate .
1 15.205. 1. [ No ] Any person [ shall be ] who is paid or otherwise compensated for
2 soliciting mor e than ten voter registration applications, other than a governmental entity or a
3 person who is paid or compensated by a governmental entity for such solicitation , shall be
4 r egister ed with the secr etary of state as a voter r egistration solicitor . A voter registration
5 solicitor [ who solicits more than ten voter registration applications ] shall register for every
6 election cycle that begins on the day after the general election and ends on the day of the
7 general election two years later . A voter registration solicitor shall be at least eighteen years
8 of age and shall be a registered voter in the state of Missouri.
9 2. Each voter registration solicitor shall provide the following information in writing
10 to the secretary of state's of fice:
11 (1) The name of the voter registration solicitor;
12 (2) The residential address, including street number , city , state, and zip code;
13 (3) The mailing address, if dif ferent from the residential address;
14 (4) Whether the voter regist ration solicitor expects to be paid for soliciting voter
15 r egistrations;
16 (5) If the voter r egistration solicitor expects to be paid, the identity of the payor;
17 and
18 [ (4) ] (6) The signature of the voter registration solicitor .
19 3. The solicitor information required in subsection 2 of this section shall be submitted
20 to the secretary of state's of fice with the following oath and affir mation:
21 "I HEREBY SWEAR OR AFFIRM UNDER PENAL TY OF PERJUR Y THA T ALL
22 ST A TEMENTS MADE BY ME ARE TRUE AND CORRECT .".
23 4. Any voter registration solicitor who knowingly fails to register with the secretary
24 of state is guilty of a class three election of fense. V oter registration applications shall be
25 accepted by the election authority if such applications are otherwise valid, even if the voter

26 registration solicitor who procured the applications fails to register with or submits false
27 information to the secretary of state.
441.325. Upon signing a lease for a r esidence, a landlord shall pr ovide a lessee
2 with the voter reg istration packet provi ded by the election authority of the county in
3 which the re sidence is located, as described under subdivision (6) of section 1 15.145.
442.620. Upon the closing of a sale of res idential real estate, a real tor shall
2 pr ovide a pur chaser with the voter r egistration packet pro vided by the election
3 authority of the county in which the r eal estate is located, as described under
4 subdivision (6) of section 1 15.145.
