AN ACT
T o amend chapter 171, RSMo, by adding thereto one new section relating to tutoring
programs and services.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 171, RSMo, is amended by adding thereto one new section, to be
2 known as section 171.216, to read as follows:
171.216. 1. Each school district and charter school that curr ently uses, has
2 within the past year used, or in the future begins to use a tutoring pro gram or service
3 with at least a fifty-per cent ownership inter est held outside the United States shall notify
4 the par ent of each student enr olled in such school district or charter school.
5 2. Such notice shall contain:
6 (1) The name of the tutoring pro gram or service;
7 (2) A disclosure of the owner holding a majority ownership inter est in such
8 tutoring pr ogram or service; and
9 (3) Whether such owner is based in a country designated by the U.S. Department
10 of State as a Country of Particular Concern (CPC) as of the first day of the school year
11 in which the notice is posted.
12 3. Each school district and charter school shall post such notice:
13 (1) On the school district's or charter school's website; and

14 (2) Within any application or software the school district or charter school uses
15 in conjunction with the tutoring pr ogram or service owned by an entity having at least a
16 fifty-per cent ownership inter est held outside of the United States.
