AN ACT
T o amend chapter 701, RSMo, by adding thereto one new section relating to diaper changing
stations in public restrooms.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 701, RSMo, is amended by adding thereto one new section, to be
2 known as section 701.455, to read as follows:
701.455. 1. As used in this section, the following terms mean:
2 (1) "Diaper changing station", a table or other device suitable for changing the
3 diaper of a child under four years of age;
4 (2) "Political subdivision", any municipality , school district, special district,
5 local governmental body , county , city , town, or village;
6 (3) "Public building", a building owned or operated by this state or an agency or
7 political subdivision of this state;
8 (4) "Public r estroom":
9 (a) A re stroom within a public building that is open for public use; or
10 (b) A re stroom within a private business that is open for use by members of the
11 general public patroni zing the business;
12 (5) "Restr oom", a r oom that contains one or mor e toilets or urinals.
13 2. Any new private business established on or after August 28, 2026, shall equip
14 each public r estroom it owns or operates with a diaper changing station.
15 3. Beginning January 1, 2028, each public r estroom within a public building
16 shall be equipped with a diaper changing station.
EXPLANA TION — Matter enclosed in bold-faced brackets [thus] in the above bill is not enacted and is
intended to be omitted from the law . Matter in bold-face type in the above bill is proposed language.
17 4. If a public r estroom requ ired to be equipped with a diaper changing station
18 under this section is r estricted to persons of a specific gender , another public re stroom
19 equipped with a diaper changing station within the same building shall be available to
20 persons of the opposite gender .
