AN ACT
T o amend chapter 21, RSMo, by adding thereto one new section relating to the joint
committee on government ef ficiency .
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 21, RSMo, is amended by adding thereto one new section, to be
2 known as section 21.955, to read as follows:
21.955. 1. There is her eby established a joint committee of the general assembly ,
2 which shall be known as the "Joint Committee on Government Efficiency" and shall be
3 composed of the following members:
4 (1) Thr ee members of the senate to be appointed by the pre sident pro tempor e of
5 the senate;
6 (2) T wo members of the senate to be appointed by the minority floor leader of
7 the senate;
8 (3) Thr ee members of the house of r epresent atives to be appointed by the
9 speaker of the house of rep res entatives; and
10 (4) T wo members of the house of r epresent atives to be appointed by the minority
11 floor leader of the house of rep rese ntatives.
12 2. A majority of the members of the committee shall constitute a quorum, but
13 the concurr ence of a majority of the members shall be requ ired for the determination of
14 any matter within the committee's duties.
15 3. The pr esident pr o tempor e of the senate shall select the chair of the committee
16 in even-number ed general assemblies and the speaker of the house of repr esentatives
17 shall select the chair of the committee in odd-number ed general assemblies.

18 4. The joint committee shall:
19 (1) Review existing state rules and reg ulations to identify those that are
20 ineffective, unnecessary , or unduly burdensome and provi de recomm endations for
21 r ewriting or repea ling such rules and re gulations in the repo rt r equir ed under
22 subsection 5 of this section;
23 (2) Make recomme ndations and issue the r eport described under subsection 6 of
24 this section on state budgetary matters, including:
25 (a) Analyzing agency budgets for potential cost reduction s;
26 (b) Reviewing r eports pr ovided by agencies that outline potential cost
27 r eductions, including the r eduction of full-time employees; and
28 (c) Identifying the minimum number of employees r equir ed for an agency to
29 carry out its constitutionally permissible and statutorily mandated functions;
30 (3) Review r eports prov ided by the office of administration and make
31 r ecommendations on the disposition of unused or underutilized state r eal pr operty in
32 the repo rt requi red under subsection 7 of this section;
33 (4) Review statutes that have a significant impact on the state budget and make
34 r ecommendations for changes to such statutes;
35 (5) Conduct a complete revi ew of the state's social services system, including:
36 (a) Evaluating the condition of the state's social services system, defined as the
37 publicly funded system of services intended to meet the needs of vulnerable res idents
38 including, but not limited to, services pr oviding health and mental health car e, housing,
39 and employment supports;
40 (b) Studying successful social services systems in other states in order to identify
41 highly effective models;
42 (c) Evaluating curr ent funding for the state's social services system;
43 (d) Identifying any gaps in the state's social services system;
44 (e) Evaluating whether curren t funding is sufficient to not only maintain the
45 social services system in its curr ent state but also to ensure that it serves the needs of
46 Missouri's vulnerable r esidents moving forward into the twenty-first century;
47 (f) Making re commendations rega rding the condition of the social services
48 system and funding of the social services system; and
49 (g) Making recomm endations on how to fill any gaps in the social services system
50 and ensur e the state's vulnerable r esidents ar e able to access the services they need in
51 order to maintain their health and well-being and participate fully in their communities;
52 and
53 (6) Solicit bids for and review and make re commendations based on the r esults
54 of performance audits conducted on each state department, the general assembly , the

55 judiciary , the office of administration, the governor and lieutenant governor , the
56 attorney general, the secr etary of state, the state auditor , and the state tr easurer .
57 5. The joint committee shall compile a full repo rt of its activities for submission
58 to the general assembly . The rep ort shall be submitted no later than September first of
59 even-number ed years and may include any recomm endations that the committee may
60 have for legislative action.
61 6. In conducting its duties under subdivision (2) of subsection 4 of this section,
62 the joint committee shall rep ort its findings by December first each year , in a repor t
63 separate fr om the rep orts r equir ed under subsections 5 and 7 of this section, and include
64 a list of full-time employee positions to eliminate fr om the state budget. The
65 r ecommendations of the joint committee in the r eport under this subsection shall
66 automatically go into effect on February first of the year immediately following the year
67 in which the re port is issued unless the general assembly passes a res olution or the
68 governor issues an executive order indicating disappr oval of the pr oposed job
69 eliminations.
70 7. In conducting its duties under subdivision (3) of subsection 4 of this section,
71 the joint committee shall rep ort its findings by December first each year , in a repor t
72 separate fr om the r eports req uire d under subsections 5 and 6 of this section, and
73 pr ovide a list of state real prop erty that should be sold, leased, or otherwise transferr ed.
74 The recomm endations of the joint committee in the re port under this subsection shall
75 automatically go into effect on February first of the year immediately following the year
76 in which the re port is issued unless the general assembly passes a res olution or the
77 governor issues an executive order indicating disappr oval of the pr oposed sale, lease, or
78 transfer of state real pr operty .
79 8. Staff offices including, but not limited to, house r esear ch, house drafting,
80 senate r esear ch, and the joint committee on legislative res earch shall pr ovide such legal,
81 r esear ch, clerical, technical, and bill drafting services as the joint committee may
82 r equir e in the performance of its duties.
83 9. The members of the committee shall serve without compensation, but any
84 actual and necessary expenses incurr ed in the performance of the committee's official
85 duties by the joint committee, its members, and any staff assigned to the committee shall
86 be paid fro m the joint contingent fund.
87 10. The committee shall hold its first meeting within six months fr om the
88 effective date of this section and shall meet monthly ther eafter .
89 1 1. (1) Cost savings re sulting fro m any of the reco mmendations made under this
90 section shall be deposited in the government efficiency fund.

91 (2) Ther e is her eby crea ted in the state tr easury the "Government Efficiency
92 Fund", which shall consist of moneys collected under this section. The state tre asurer
93 shall be custodian of the fund. In accordance with sections 30.170 and 30.180, the state
94 tr easur er may appr ove disbursements. The fund shall be a dedicated fund and, upon
95 appr opriation, moneys in this fund shall be used solely as pro vided in this section.
96 (3) Notwithstanding the pro visions of section 33.080 to the contrary , any moneys
97 r emaining in the fund at the end of the biennium shall not r evert to the credit of the
98 general reven ue fund.
99 (4) The state tre asurer shall invest moneys in the fund in the same manner as
100 other funds ar e invested. Any interes t and moneys earned on such investments shall be
101 cr edited to the fund.
