AN ACT
T o amend chapter 313, RSMo, by adding thereto one new section relating to lottery games.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 313, RSMo, is amended by adding thereto one new section, to be
2 known as section 313.302, to read as follows:
313.302. 1. As used in this section, the following terms mean:
2 (1) "Computer gaming system", the system consisting of draw games terminals
3 and rela ted equipment that communicates with the central process ing equipment and a
4 communication network;
5 (2) "Draw games", a game played on a draw games terminal that is in
6 communication with the lottery's computer gaming system;
7 (3) "Draw games lottery r etailer", a licensed ret ailer who has contracted with
8 the lottery to sell draw games;
9 (4) "Draw games terminal", computer hardwar e thr ough which a player's game
10 selections are generated and claims may be validated;
11 (5) "Draw games ticket", a computer issued game play by a draw games lottery
12 r etailer to a player as a recor d for the numbers or wagers or combination of numbers or
13 wagers the player has selected;
14 (6) "Scratchers game", the Missouri lottery game in which a prep rinted
15 scratchers ticket is pur chased, and upon r emoval of a scratch-off coating on the ticket,
16 the ticket bear er determines his or her winnings, if any;
17 (7) "Scratchers ticket", a Missouri lottery scratchers game ticket.
EXPLANA TION — Matter enclosed in bold-faced brackets [thus] in the above bill is not enacted and is
intended to be omitted from the law . Matter in bold-face type in the above bill is proposed language.
18 2. Beginning January 1, 2027, all draw games and scratchers games shall
19 pr ovide in a conspicuous place on the face of the deliver ed draw games ticket or
20 scratchers ticket a date upon which the game expir es.
