AN ACT
T o amend chapter 30, RSMo, by adding thereto one new section relating to the state treasurer .
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 30, RSMo, is amended by adding thereto one new section, to be
2 known as section 30.980, to read as follows:
30.980. 1. Ther e is hereb y crea ted within the office of the state tr easurer the
2 position of "Coordinator of Federal Funds Recovery". The coordinator's primary duty
3 shall be monitoring the status of all federal funds appr opriated to the state of Missouri.
4 2. The coordinator shall be authorized to attempt to recov er any funds
5 appr opriated but not disbursed to the state of Missouri thr ough any available means
6 including, but not limited to, filing actions in a court of competent jurisdiction.
7 3. The coordinator shall establish a pro cess for state employees to report funds
8 that wer e appr opriated by the federal government but never disbursed. The
9 coordinator shall not be requ ired to rec over federal funds that simply pass thr ough
10 the state on their way to local allocations in the form of grants, formula shares , or
11 federal supplementals. However , the coordinator shall ensur e the state does exact its
12 administrative share fr om federal pass-throug h funds.
