AN ACT
T o amend chapter 650, RSMo, by adding thereto one new section relating to private security
camera cost reimbursement.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 650, RSMo, is amended by adding thereto one new section, to be
2 known as section 650.920, to read as follows:
650.920. 1. There is her eby established within the department of public safety
2 the "Private Security Camera Incentive Pr ogram" to pr ovide financial assistance to
3 qualified applicants who res ide in priority area s of this state to improve their safety and
4 security thr ough the pur chase of security cameras to be installed on prop erty owned or
5 leased by such applicants. For purposes of this section, the following terms mean:
6 (1) "Department", the department of public safety;
7 (2) "Priority ar ea", an area identified by the department of public safety as
8 needing additional security measur es based on public safety indicators, including crime
9 levels;
10 (3) "Prog ram", the private security camera incentive prog ram established under
11 this section;
12 (4) "Qualified applicant", a person r esiding in a priority ar ea who is sixty-five
13 years of age or older , disabled, or whose household income does not exceed one hundr ed
14 and fifty per cent of the curren t federal poverty level or sixty per cent of the state median
15 income;

intended to be omitted from the law . Matter in bold-face type in the above bill is proposed language.
16 (5) "Security camera", an outdoor surveillance camera system, with functioning
17 digital video r ecording capability , that is installed on pr operty owned or leased by a
18 qualified applicant.
19 2. Subject to appro priations, the department shall award reb ates or vouchers to
20 qualified applicants beginning in January 2028. All rebates or vouchers shall be
21 awarded fro m the fund established under subsection 6 of this section. Rebates or
22 vouchers awarded shall be distributed by the law enfor cement agency or fire
23 department with jurisdiction over the ar ea in which the applicant res ides.
24 3. Before January 1, 2027, the department shall establish the following:
25 (1) The methodology used to identify a priority area;
26 (2) The permissible collection, dissemination, use, and disposal of images
27 r ecorded by a security camera pur chased under the pr ogram; and
28 (3) Minimum standards for security cameras pur chased under the pr ogram.
29 4. An owner or lessee of a pr operty may qualify to recei ve a re bate or voucher
30 under the pr ogram if:
31 (1) The applicant is sixty-five years of age or older , disabled, or the applicant's
32 household income does not exceed one hundred and fifty per cent of the curr ent federal
33 poverty level or sixty per cent of the state median income;
34 (2) The pr operty is located within a priority ar ea;
35 (3) The applicant agree s in writing that the security camera will not be used for
36 the purpose of rec ording private pr operty not owned or leased by the applicant;
37 (4) The r ebate or voucher is used solely to offset the costs of a security camera;
38 (5) The application is submitted in the form and manner pr escribed by the
39 department; and
40 (6) The security camera is purch ased and installed after August 28, 2026.
41 5. The amount of a rebate or voucher under the prog ram shall not exceed the
42 pur chase cost of a security camera.
43 6. (1) There is hereb y crea ted in the state tr easury the "Private Security Camera
44 Incentive Pr ogram Reimbursement Fund", which shall consist of moneys appr opriated
45 to it by the general assembly and any gifts, donations, and bequests r eceived fr om
46 federal, private, or other sources . The state tr easurer shall be custodian of the fund. In
47 accordance with sections 30.170 and 30.180, the state tre asure r may appr ove
4 8 disbursements. The fund shall be a dedicated fund and, upon appr opriation, moneys
49 in this fund shall be used to provi de reba tes or vouchers to qualified applicants as
50 pr ovided under this section.

51 (2) Notwithstanding the pro visions of section 33.080 to the contrary , any moneys
52 r emaining in the fund at the end of the biennium shall not r evert to the credit of the
53 general reven ue fund.
54 (3) The state tre asurer shall invest moneys in the fund in the same manner as
55 other funds ar e invested. Any interes t and moneys earned on such investments shall be
56 cr edited to the fund.
57 7. Under section 23.253 of the Missouri sunset act:
58 (1) The prov isions of the new pr ogram authorized under this section shall sunset
59 six years after the effective date of this section unless reauthori zed by an act of the
60 general assembly; and
61 (2) This section shall terminate on September first of the calendar year
62 immediately following the calendar year in which the prog ram authorized under this
63 section is sunset.
64 8. The department may pr omulgate all necessary rules and r egulations for the
65 administration of this section. Any rule or portion of a rule, as that term is defined in
66 section 536.010, that is crea ted under the authority delegated in this section shall
67 become effective only if it complies with and is subject to all of the provi sions of chapter
68 536 and, if applicable, section 536.028. This section and chapter 536 are nonseverable
69 and if any of the powers vested with the general assembly pursuant to chapter 536 to
70 r eview , to delay the effective date, or to disappr ove and annul a rule are subsequently
71 held unconstitutional, then the grant of rulemaking authority and any rule pr oposed or
72 adopted after August 28, 2026, shall be invalid and void.
