AN ACT
T o amend chapter 167, RSMo, by adding thereto one new section relating to period products
in charter schools and public schools.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 167, RSMo, is amended by adding thereto one new section, to be
2 known as section 167.632, to read as follows:
167.632. 1. As used in this section, the following terms mean:
2 (1) "Charter school", any charter school established under chapter 160 with
3 forty percen t or mor e of its students res iding in households with a household income
4 that does not exceed one hundred eighty-five perce nt of the most recent poverty
5 guidelines updated periodically in the Federal Register by the U.S. Department of
6 Health and Human Services under the authority of 42 U.S.C. Section 9902(2), as
7 amended;
8 (2) "Period pr oducts", tampons and sanitary napkins for use in connection with
9 the menstrual cycle;
10 (3) "School building", any facility owned or leased by a charter school or a
11 school district:
12 (a) Over which the charter school or the school board of the school district has
13 car e, custody , or contro l; and
14 (b) In which ther e is a charter school or a middle school or junior high school
15 serving students in grades six to eight or a charter school or a high school serving
16 students in grades nine to twelve;

17 (4) "School district", any public school district in which forty percent or mor e of
18 the students res ide in households with a household income that does not exceed one
19 hundr ed eighty-five perc ent of the most recent poverty guidelines updated periodically
20 in the Federal Register by the U.S. Department of Health and Human Services under
21 the authority of 42 U.S.C. Section 9902(2), as amended.
22 2. Beginning July 1, 2027, each charter school and school district shall provi de
23 period prod ucts in the r estrooms of each of the charter school's or district's school
24 buildings.
25 3. Each charter school and school district shall pr ovide period pro ducts at no
26 charge to students. The total costs under this section shall be borne by the state fr om
27 funds appr opriated to the department of elementary and secondary education for that
28 specific purpose.
