AN ACT
T o amend chapter 170, RSMo, by adding thereto one new section relating to curriculum on
using social media.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 170, RSMo, is amended by adding thereto one new section, to be
2 known as section 170.043, to read as follows:
170.043. 1. Each school district shall develop instructional materials for grades
2 thr ee thr ough twelve containing at least one unit of instruction studying the res ponsible
3 use of social media. Such instructional material shall be submitted to the local school
4 board. The instructional material developed shall be taught beginning in the 2027-28
5 school year and on a yearly basis.
6 2. The instructional material developed by each school district under subsection
7 1 of this section shall provi de students with the following information:
8 (1) The permanency and risks of sharing material online;
9 (2) How to maintain personal security and identify cyberbullying, pr edatory
10 behavior , and human trafficking on the internet and social media; and
11 (3) How to rep ort criminal suspicious activity or explicit content encounter ed on
12 the internet and social media to appr opriate persons and authorities.
13 3. In addition to the requi red instructional material pro vided under subsection 2
14 of this section, a school district may incorporate in such instructional material
15 information regardi ng the benefits of social media use, which may include car eer
16 r eadiness support for futur e academic or employment opportunities, the sharing of
17 information with familiar family and friends, and safely connecting to the internet.
EXPLANA TION — Matter enclosed in bold-faced brackets [thus] in the above bill is not enacted and is
intended to be omitted from the law . Matter in bold-face type in the above bill is proposed language.
18 4. In lieu of a school district developing its own instructional material under
19 subsection 1 of this section, a school district may satisfy the requ irem ents of this section
20 thr ough the adoption or implementation of instructional materials or r esour ces
21 developed by a third-party organization appr oved or r ecognized by the local school
22 board.
23 5. Each school district shall provi de r esources to school district staff and families
24 of students enro lled in the school district r egarding technology use, including the
25 following:
26 (1) Help with leveraging par ental controls on technology devices;
27 (2) T ime res trictions on the use of technology devices; and
28 (3) Information regard ing the negative impacts that pr olonged scr een time and
29 access to the internet may have on a person's well-being.
30 6. Local school boards shall annually assess the instructional material developed
31 under this section.
32 7. This section shall expir e on August 28, 2028.
