AN ACT
T o amend chapter 571, RSMo, by adding thereto one new section relating to the conceal-carry
rights of retired law enforcement of ficers.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 571, RSMo, is amended by adding thereto one new section, to be
2 known as section 571.165, to read as follows:
571.165. 1. As used in this section, the following terms mean:
2 (1) "Law enfor cement agency", the same meaning given to the term in section
3 590.1040;
4 (2) "Retir ed law enforcem ent identification card", an identification card issued
5 by a law enfor cement agency to a reti red officer for purposes of verifying the r etir ed
6 officer's satisfaction of certain eligibility req uirements to carry a concealed fir earm in
7 accordance with 18 U.S.C. Section 926C;
8 (3) "Retir ed officer", any individual separated fr om service with a law
9 enfor cement agency who meets the r equir ements of paragraphs (1), (2), (3), (5), and (7)
10 of subsection (c) of 18 U.S.C. Section 926C.
11 2. A law enforcem ent agency shall provi de any reti red officer with a r etir ed law
12 enfor cement identification card upon the payment of a fee of one hundr ed dollars.
13 3. A ret ired law enforcem ent identification card issued under this section shall
14 include at least the following:
15 (1) The photograph of the r etir ed officer;
16 (2) The name, addr ess, date of birth, and signatur e of the ret ired officer;

17 (3) The name, telephone number , and addr ess of the law enfor cement agency
18 issuing the card;
19 (4) The following text: "This card does not authorize the holder to carry a
20 concealed fir earm in accordance with 18 U.S.C. Section 926C unless accompanied by a
21 fir earms qualification certification obtained within the most r ecent twelve-month period
22 that meets the req uire ments of 18 U.S.C. Section 926C.";
23 (5) The following text: "This card does not authorize the holder to carry a
24 concealed fir earm while under the influence of alcohol or another intoxicating or
25 hallucinatory drug or substance.";
26 (6) The following text: "This card does not authorize the holder to act on the
27 named law enforcem ent agency's behalf or to exer cise any law enfor cement authority .";
28 and
29 (7) A statement that the card has an indefinite expiration date.
30 4. A law enforcem ent agency shall maintain a r oster of its ret ired officers issued
31 law enfor cement identification cards under this section.
32 5. A law enforcem ent agency shall reis sue any lost ret ired law enforcem ent
33 identification card upon the payment of a fee of one hundred fifty dollars.
34 6. A law enfor cement agency may , but shall not be r equir ed to, offer r etir ed
35 officers the fir earms training req uired to maintain the certification described in
36 subsection (c) of 18 U.S.C. Section 926C.
37 7. A law enforcem ent agency that collects any fees under this section shall use
38 the fees to conduct activities requ ired or authorized under this section.
