AN ACT
T o amend chapter 590, RSMo, by adding thereto one new section relating to POST
commission credit for military training.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 590, RSMo, is amended by adding thereto one new section, to be
2 known as section 590.045, to read as follows:
590.045. 1. There is her eby established within the department of public safety
2 the "Missouri Gr een-to-Blue Bridge Pr ogram". Under the pro gram, re serve or active
3 duty members of the Armed For ces of the United States or the National Guard who
4 have earned a diploma fr om the United States Army Military Police School (USAMPS)
5 with a Military Occupational Specialty (MOS) 31A or 31B, and who have successfully
6 completed One Station Unit T raining (OSUT), shall receiv e Missouri Peace Officer
7 Standards and T raining (POST) cr edit under the pr ovisions of this section.
8 2. The POST commission is hereb y authorized to establish the Missouri gr een-to-
9 blue bridge pr ogram of instruction consisting of certain peace officer training courses
10 for persons qualified to rece ive cred it under subsection 1 of this section. The instruction
11 pr ogram shall provi de sufficient hour and point req uirements to qualify such persons to
12 sit for the Missouri peace officer standards and training examination. The pr ogram
13 may also seek to fulfill Department of Defense requ irem ents and reci proci ty conditions
14 involving the transfer of civilian training to military applications.
15 3. A valid diploma fro m USAMPS issued within thr ee years shall exempt persons
16 who qualify under subsection 1 fr om the maximum amount of redu ndant training
17 r equir ements for general law enforcem ent and relat ed tasks. Such tasks shall be

18 consider ed master ed during successful completion of the published USAMPS
1 9 curriculum standards. If the person dire ctly serves on active duty after earning their
20 diploma fr om USAMPS, the thr ee-year period shall start fr om the date of their first
21 honorable discharge after the diploma is issued, as long as the person rem ained serving
22 in the MOS 31A or 31B.
23 4. The POST commission shall regu larly consult the Missouri Army National
24 Guard pr ovost marshal to rev iew and ensur e the Missouri green -to-blue curriculum
25 maximizes cred it granted for training completed at USAMPS, with an emphasis on the
26 subjects of fir earms, defensive tactics, medical training, criminal investigation, and
27 driver training.
28 5. The department of public safety may promul gate all necessary rules and
29 r egulations for the administration of this section. Any rule or portion of a rule, as that
30 term is defined in section 536.010, that is creat ed under the authority delegated in this
31 section shall become effective only if it complies with and is subject to all of the
32 pr ovisions of chapter 536 and, if applicable, section 536.028. This section and chapter
33 536 are nonseverable and if any of the powers vested with the general assembly
34 pursuant to chapter 536 to revi ew , to delay the effective date, or to disappr ove and annul
35 a rule are subsequently held unconstitutional, then the grant of rulemaking authority
36 and any rule prop osed or adopted after August 28, 2026, shall be invalid and void.
