AN ACT
T o amend chapter 167, RSMo, by adding thereto one new section relating to registration of
student voters.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 167, RSMo, is amended by adding thereto one new section, to be
2 known as section 167.1002, to read as follows:
167.1002 . 1. At least twice during each school year , the school board of each
2 school district and the governing body of each charter school shall offer to each student
3 who is at least seventeen years and six months of age the opportunity to regi ster to vote
4 in accordance with the pr ovisions of this section.
5 2. A school district or charter school shall allow each student who is at least
6 seventeen years and six months of age to reg ister to vote during school hours on the
7 fourth T uesday in September of each year , or on the next available school day if school is
8 not in session on that day .
9 3. A school district or charter school shall coordinate with the local election
10 authority in whose jurisdiction such district or school is located to organize a second
11 opportunity to allow each student who is at least seventeen years and six months of age
12 to r egister to vote during school hours. Such opportunity shall occur later than the date
13 pr ovided in subsection 2 of this section and shall be conducted by the local election
14 authority .
15 4. The secr etary of state shall pr epar e informational materials r egarding voter
16 r egistration to be distributed at each voter regi stration activity conducted pursuant to
17 the pro visions of this section.

18 5. Each school district and charter school shall file a r eport reg arding voter
19 r egistration activities conducted pursuant to the pr ovisions of this section with the

21 year .
