AN ACT
T o amend chapter 1, RSMo, by adding thereto one new section relating to state department
revenue from management of state natural resources.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 1, RSMo, is amended by adding thereto one new section, to be
2 known as section 1.226, to read as follows:
1.226. 1. As used in this section, "state department" means each department,
2 division, office, board, bur eau, commission, or other unit of the executive branch of state
3 government.
4 2. Each state department that recei ves any re venues in the course of such
5 department's management of the state's natural r esources shall rem it the amount of
6 such revenu es that is above the amount authorized by statute for such department to
7 r etain for administrative purposes and as pr ovided in subsection 3 of this section to the
8 county in which such natural res ources ar e located as pr ovided in this section.
9 3. The department may reta in fifty percen t of such amounts described in
10 subsection 2 of this section. The rem aining fifty per cent shall be rem itted to counties as
11 follows:
12 (1) T wenty-five percen t to the county general fund of the county in which such
13 natural res ources ar e located; and
14 (2) T wenty-five per cent to each school district wher e such natural r esources ar e
15 located, to be distributed to such districts equitably on a weighted average daily
16 attendance basis.

17 4. This section shall become effective beginning on January first of the year
18 immediately following the passage and appr oval by the voters of a constitutional
19 amendment submitted to them by the general assembly reg arding authorization for the
20 general assembly to enact laws to pr ovide for the method and pr oportion of rem ittances
21 of state department r evenues from management of state natural res ources.
