AN ACT
T o amend chapter 196, RSMo, by adding thereto one new section relating to mitragynine-
derived products.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 196, RSMo, is amended by adding thereto one new section, to be
2 known as section 196.1 172, to read as follows:
196.1 172. 1. As used in this section, the following terms mean:
2 (1) "7-OH", 7-hydr oxymitragynine, including its isomers, esters, ethers, salts,
3 and salts of isomers, esters, and ethers, regard less of whether naturally extracted or
4 synthetically pr oduced;
5 (2) "Mitragynine-derived pr oduct", any pr oduct that contains:
6 (a) Mitragynine pseudoindoxyl; or
7 (b) A level of 7-OH in the alkaloid fraction that is gr eater than two per cent of the
8 overall alkaloid composition of the pr oduct;
9 (3) "Resear ch institution", an institution of higher education or any other entity
10 that is organized and operated primarily to conduct scientific or medical r esear ch.
11 2. Except as otherwise pro vided in this section, it is unlawful to knowingly
12 possess, pr epare, sell, distribute, or advertise any mitragynine-derived pr oduct.
13 3. This section shall not apply to the possession, pr eparation, sale, distribution,
14 or advertisement of any mitragynine-derived pr oduct for scientific or medical re sear ch
15 at a r esear ch institution.
