AN ACT
T o amend chapter 620, RSMo, by adding thereto one new section relating to a commission for
the study of trade with Ireland.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 620, RSMo, is amended by adding thereto one new section, to be
2 known as section 620.4100, to read as follows:
620.4100 . 1. Ther e is hereb y established in the department of economic
2 development the "Missouri Ir eland T rade Commission", which shall be composed of the
3 following nine members:
4 (1) Three members of the senate, appointed by the presiden t pr o tempor e of the
5 senate, who shall have knowledge of, or curr ent or past involvement in, organizations
6 that promot e Irish affairs, or have interes t in the well-being of trade r elations between
7 this state and Ir eland;
8 (2) Thr ee members of the house of r epresent atives, appointed by the speaker of
9 the house of repr esentatives, who have knowledge of, or curr ent or past involvement in,
10 organizations that pr omote Irish affairs, or have inter est in the well-being of trade
11 r elations between this state and Ir eland; and
12 (3) Three members appointed by the governor , with the advice and consent of
13 the senate, who shall include the following:
14 (a) One member who rep res ents a public institution of higher education in this
15 state;
16 (b) One member who rep res ents a statewide organization that advances business
17 inter ests in this state; and

18 (c) One member who rep rese nts Irish-American communities or interes t in this
19 state.
20 2. The commission shall study potential means of advancing the following:
21 (1) Bilateral trade and investment between this state and Ir eland;
22 (2) Policy issues of mutual interes t to this state and Ir eland;
23 (3) Business and academic exchanges between this state and Ire land;
24 (4) Mutual economic support between this state and Ir eland;
25 (5) Mutual investment in the infrastructur e of this state and Ir eland; and
26 (6) Any other issues as determined by the commission.
27 3. Members of the commission shall be appointed not later than ninety days
28 after the effective date of this section. Members of the commission appointed fr om the
29 general assembly shall serve terms of two years or for the rem ainder of the member's
30 term, whichever is less. Members of the commission appointed by the governor shall
31 serve terms of four years. Any vacancy on the commission shall be filled in the same
32 manner as the original appointment.
33 4. Members of the commission shall serve without compensation but may be
34 r eimbursed for expenses actually incurr ed in the performance of their duties, within the
35 limits of funds available to the commission for such purposes.
36 5. The commission shall meet and hold hearings at the places it designates
37 thr oughout the state. The commission shall elect a chairperson fr om among the
38 members of the commission. The chairperson may appoint fr om the commission
39 members of subcommittees and subcommittee chairpersons at the chairperson's
40 discr etion. A majority of the members of the commission shall constitute a quorum
41 for the transaction of the business of the commission.
42 6. Not later than fifteen months after the effective date of this section, and
43 annually ther eafter , the commission shall issue a r eport of its activities during the
44 pr eceding year and any associated findings and re commendations to the governor , the
45 pr esident pro tempor e of the senate, and the speaker of the house of rep rese ntatives.
46 7. The commission may raise funds thr ough dir ect solicitation or other
47 fundraising events alone, or with other gr oups, and accept gifts, grants, and bequests
48 fr om individuals, corporations, foundations, governmental agencies, and public and
49 private organizations and institutions. The funds, gifts, grants, or bequests recei ved
50 pursuant to this section shall be deposited to the "Missouri Ir eland T rade Commission
51 Fund", which is hereb y creat ed in the state tr easury . The state tr easur er shall be
52 custodian of the fund. In accordance with sections 30.170 and 30.180, the state tre asurer
53 may appr ove disbursements. Notwithstanding the pr ovisions of section 33.080 to the
54 contrary , any moneys rem aining in the fund at the end of the biennium shall not revert

55 to the credi t of the general r evenue fund. The state tr easurer shall invest moneys in the
56 fund in the same manner as other funds ar e invested. Any inter est and moneys earned
57 on such investments shall be credi ted to the fund. The commission shall use the fund to
58 defray the commission's administrative expenses and to carry out its purposes as
59 pr ovided in this section.
