AN ACT
T o amend chapter 572, RSMo, by adding thereto one new section relating to the of fense of
operation of a video lottery terminal, with penalty provisions.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 572, RSMo, is amended by adding thereto one new section, to be
2 known as section 572.075, to read as follows:
572.075. 1. A person commits the offense of operation of a video lottery terminal
2 if he or she owns, ren ts, or leases video lottery games and video lottery game terminals.
3 For the purposes of this section, a "video lottery game terminal" is any device that,
4 thr ough an electr onic, mechanical, or electr omechanical pr ocess, including thr ough the
5 use of any application, software, or other system that accepts legal tender , credi ts or
6 tickets, or forms of digital curr ency to play , and thr ough which is used to generate a
7 prize of money or form of cred it that can be red eemed for money or another form of
8 monetary payment that is pr esented to the player by a set or combination of
9 alphanumeric symbols or lines of symbols that determine the amount of the prize,
10 r egardless of the operating system that determined the prize.
11 2. The offense of operation of a video lottery terminal is a class E felony .
12 3. The prov isions of this section shall not apply to excursion gambling boats
13 licensed by the Missouri gaming commission under sections 313.800 to 313.850.
