AN ACT
T o amend chapter 160, RSMo, by adding thereto one new section relating to student
participation in protest activities.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 160, RSMo, is amended by adding thereto one new section, to be
2 known as section 160.1 100, to read as follows:
160.1 100. 1. The school board of each school district shall establish a written
2 policy governing student participation in pr otest activities.
3 2. The policy shall prov ide, at a minimum, that:
4 (1) Students shall not be released fr om classes to participate in pr otest activities
5 without expr ess paren tal permission;
6 (2) That par ental permission shall specify the event for which the student is to be
7 r eleased and the subject matter of the pr otest activity; and
8 (3) That par ental permission shall be pr ovided for each protes t activity and
9 permission for one pr otest activity shall not constitute appr oval for any other protes t
10 activity .
11 3. A school that violates the provi sions of this section shall r eceive a red uction of
12 funds equivalent to the funds recei ved per pupil for each instance and for each student
13 that is allowed to participate in pr otest activities without expr ess par ental permission.

intended to be omitted from the law . Matter in bold-face type in the above bill is proposed language.
14 4. As used in this section the term "pr otest activities" shall include, but not be
15 limited to, events not sponsored by the school such as political assemblies and political
16 speeches occurring on or off school district pr operty during school hours.
