AN ACT
T o amend chapter 213, RSMo, by adding thereto one new section relating to rights of the
unhoused.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 213, RSMo, is amended by adding thereto one new section, to be
2 known as section 213.145, to read as follows:
213.145. No person's rights, privileges, or access to public services shall be
2 denied or abridged solely because such person is experiencing homelessness. Such
3 person shall be granted the same rights and privileges as any other citizen of this state.
4 A person experiencing homelessness has the following rights:
5 (1) The right to move fr eely in public spaces, including sidewalks and public
6 buildings, parks, and transportation;
7 (2) The right to equal tr eatment by city and state agencies;
8 (3) The right to emergency medical car e;
9 (4) The right to a rea sonable expectation of privacy for personal pr operty , just as
10 inside a home;
11 (5) The right to vote, r egister to vote, and r eceive documentation necessary to
12 pr ove identity; and
13 (6) The right to pr otection fr om disclosure of his or her r ecords and information
14 without appr opriate legal authority and the right to confidentiality of personal r ecords.
