AN ACT
T o amend chapter 68, RSMo, by adding thereto two new sections relating to port authorities.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 68, RSMo, is amended by adding thereto two new sections, to be
2 known as sections 68.300 and 68.310, to read as follows:
68.300. 1. The state auditor shall conduct quarterly audits on all port authorities
2 in the state.
3 2. In addition to quarterly audits req uire d under subsection 1 of this section, the
4 auditor shall audit a port authority when reque sted to do so by a petition submitted by a
5 person who re sides or owns real pro perty within the city or county that formed the port
6 authority if such petition is submitted in the same manner as req uire d by section 29.230.
68.310. 1. All reco rds prod uced or held by a port authority shall be public
2 r ecords under the pr ovisions of chapter 610.
3 2. All port authorities shall publish, within ten business days of cre ation, the
4 following documents:
5 (1) Development agreements ;
6 (2) Payment in lieu of taxes schedules;
7 (3) Deed res trictions and covenants;
8 (4) Notices of intended change of use for projects; and
9 (5) Any studies or rep orts rela ted to public interes ts or economic impacts of the
10 pr ojects of the port authority .

11 3. Before January 1, 2027, port authorities shall publish all r ecords listed in
12 subsection 2 of this section and in their possession on August 28, 2026.
