AN ACT
T o amend chapter 301, RSMo, by adding thereto one new section relating to persons with
impaired or limited ability to communicate with law enforcement.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 301, RSMo, is amended by adding thereto one new section, to be
2 known as section 301.287, to read as follows:
301.287. 1. This section shall be known and ref erred to as "Mason's Law".
2 2. Beginning January 1, 2027, a resi dent of this state with a health condition or
3 disability that limits or impairs the ability to effectively communicate with law
4 enfor cement may , at the time of motor vehicle regi stration, apply to the department of
5 r evenue for a designation that shall be associated with the person's motor vehicle license
6 plate number and available to law enforcem ent under the Missouri uniform law
7 enfor cement system (MULES) established under chapter 43. Such person may also
8 apply to the department for issuance of a set of two license plate decals that may be
9 affixed to the person's motor vehicle license plates to indicate that the applicant or the
10 applicant's child, par ent, or spouse has a physical or mental health condition that is
11 likely to impair the ability to effectively communicate with law enforcem ent.
12 3. The initial application, which shall be on a form prescrib ed by the department
13 and made available on the department's website, shall by signed by a physician licensed
14 under chapter 334, or a psychologist licensed under chapter 337, certifying that:
15 (1) The applicant or the applicant's child, par ent, or spouse has a physical or
16 mental health condition that is likely to impair the ability to effectively communicate
17 with law enforcem ent; and

intended to be omitted from the law . Matter in bold-face type in the above bill is proposed language.
18 (2) The physician or psychologist has determined that the applicant or the
19 applicant's child, par ent, or spouse will have the communication impairment for at least
20 five years.
21 4. Upon submission of an application and appr oval by the department, the
22 department shall notify the Missouri state highway patro l of the r esident's appr oved
23 application and the highway patrol shall pr epar e an entry in the Missouri uniform law
24 enfor cement system (MULES) that indicates that the applicant or the applicant's child,
25 par ent, or spouse has a physical or mental health condition that may impair the ability
26 to effectively communicate with law enforcem ent. Such entry shall rem ain active for a
27 period of five years unless the applicant reque sts that such designation be rem oved fr om
28 the system. Upon expiration of the five-year period, the designation in MULES may be
29 r eactivated upon the filing of a renewa l form with the department signed by a physician
30 licensed under chapter 334, or a psychologist licensed under chapter 337, certifying
31 that:
32 (1) The applicant or the applicant's child, par ent, or spouse has a physical or
33 mental health condition that is likely to impair the ability to effectively communicate
34 with law enforcem ent; and
35 (2) The physician or psychologist has determined that the applicant or the
36 applicant's child, par ent, or spouse will have the communication impairment for at least
37 five years.
38 5. The department of public safety shall issue guidance and education materials
39 to all law enforcem ent agencies in this state to promot e awaren ess of the designation
40 established under this section.
41 6. The department of r evenue shall design and prod uce license plate decals that
42 may be displayed by applicants who qualify for a designation under this section. The
43 decals shall contain a symbol that is recogn izable to law enforcem ent but shall not bear
44 any writing indicating a specific health condition or disability .
45 7. The department of reven ue may pr omulgate all necessary rules and
46 r egulations for the administration of this section. Any rule or portion of a rule, as that
47 term is defined in section 536.010, that is creat ed under the authority delegated in this
48 section shall become effective only if it complies with and is subject to all of the
49 pr ovisions of chapter 536 and, if applicable, section 536.028. This section and chapter
50 536 are nonseverable and if any of the powers vested with the general assembly
51 pursuant to chapter 536 to revi ew , to delay the effective date, or to disappr ove and annul

52 a rule are subsequently held unconstitutional, then the grant of rulemaking authority
53 and any rule prop osed or adopted after August 28, 2026, shall be invalid and void.
