WHEREAS, calls for an Article V Convention have been based on a single issue,
2 such as the balanced budget amendment, but there is legal disagreement on whether a
3 convention called by state legislatures would be legally bound to limit discussion to a single
4 issue; and

6 WHEREAS, such a convention could have the power to propose anything it sees fit,
7 opening the door for changes to the United States Constitution that may be harmful to United
8 States citizens:

10 NOW THEREFORE BE IT RESOL VED that the members of the House of
11 Representatives of the One Hundred Third General Assembly , Second Regular Session, the
12 Senate concurring therein, hereby rescind, nullify , cancel, supersede, and render null and void
13 all resolutions and applications previously made by the Missouri General Assembly for the
14 United States Congress to call a convention for proposing amendments to the United States
15 Constitution; and

17 BE IT FUR THER RESOL VED that the Missouri General Assembly requests that
18 this resolution be published in the Congressional Record and listed in the of ficial tally of state
19 legislative applications for the United States Congress to call a convention for the purpose of
20 proposing amendments to the United States Constitution; and

22 BE IT FUR THER RESOL VED that the Chief Clerk of the Missouri House of
23 Representatives be instructed to prepare a properly inscribed copy of this resolution for the
24 President, V ice President, Majority Leader and Minority Leader of the United States Senate,
25 the Speaker and Minority Leader of the United States House of Representatives, and the
26 members of the Missouri congressional delegation.
