AN ACT
Relating to the Seal of Civic Recognition award.
Be it enacted by the General Assembly of the state of Missouri, as follows:
WHEREAS, the state of Missouri recognizes the core importance of education
2 focused on patriotism, citizenship, and civics; and
3
4 WHEREAS, the state recognizes the significant importance of civic engagement; and
5
6 WHEREAS, the state celebrates such commitment on a local, state, and national level
7 on the part of our state's graduating seniors; and
8
9 WHEREAS, the state desires to support such education and graduating seniors by
10 awarding a "State of Missouri Seal of Civic Recognition" to each senior who meets the
11 specific criteria for various levels of the Seal of Civic Recognition; and
12
13 WHEREAS, the state hopes and expects that such award will garner recognition of
14 such student's ef forts in the form of scholarships, financial assistance, internships,
15 apprenticeships, and other similar awards to aid such student's pursuit of future education
16 and vocational or professional career opportunities; and
17
18 WHEREAS, the state desires to commend a commitment to our beautiful state and
19 this nation through service in the Armed Forces of the United States, with the full and joyous
20 expectation that, after such student's term of service to this state and our nation, the student
21 will be heartily welcomed home with open arms by a grateful citizenry:
22
23 NOW THEREFORE BE IT RESOL VED that the members of the House of
24 Representatives of the One Hundred Third General Assembly , Second Regular Session, the
25 Senate concurring therein, hereby create the "State of Missouri Seal of Civic Recognition"
26 program; and
27
28 BE IT FUR THER RESOL VED that the Civics and Patriotism W orkgroup at the
29 Department of Elementary and Secondary Education will establish and advertise specific
30 criteria for achieving a bronze, silver , and gold level of the Seal of Civic Recognition that
31 may include levels for:
32
33 (1) Academic instruction and achievement in local, state, and national governance;
34 national and world history; or similar such curriculum recommended by the Civics and
35 Patriotism W orkgroup at the Department of Elementary and Secondary Education;
36
37 (2) Participation and leadership in school-, community-, veteran-, or church-
38 sponsored clubs or or ganizations focused on reinforcing and building on such academic
39 instruction and civic engagement, such as Future Farmers of America, American Legion,
40 Kiwanis, Adoremus, and similar clubs and or ganizations; and
41
42 (3) Participating in mentorship programs focused on patriotism, citizenship, and civic
43 engagement that may include either opportunities to mentor , be mentored, or both. Such
44 programs may include those of fered by local, state, and other government of ficials and civil
45 servants; and

47 BE IT FUR THER RESOL VED that names of seniors meeting the requirements for a
48 Seal of Civic Recognition, along with such senior's bronze, silver , or gold achievement level,
49 may be submitted by a participating school with cooperation from participating civic
50 or ganizations, if applicable, to the Department of Elementary and Secondary Education in a
51 method and manner determined by the Department; and

53 BE IT FUR THER RESOL VED that a graduating senior who accomplishes the
54 requirements to be eligible for a Seal of Civic Recognition shall be awarded the appropriate
55 Seal by the Department of Elementary and Secondary Education based on the established
56 criterion levels for Bronze, Silver , or Gold, and the school of the graduating senior will ensure
57 that a Seal of Civic Recognition will accompany such student's high school diploma; and

59 BE IT FUR THER RESOL VED that the state encourages cooperating civic
60 or ganizations to provide support for such student's future vocational or professional
61 preparedness after the student's matriculation, which support may be in the form of direct
62 scholarship assistance, mentoring, accommodations, apprenticeships, internships, or other
63 similar incentives to aid such student's progress toward professional or vocational
64 advancement; and

66 BE IT FUR THER RESOL VED that a student who is a recipient of a Seal of Civic
67 Recognition and who commits to serve our nation in military service directly or through
68 enlistment in a Reserve Of ficers' T raining Corps (ROTC) program will receive a "Letter of
69 Congratulations, Commendation, and State Gratitude" signed by the Governor , the Lieutenant
70 Governor , the President Pro T empore of the Senate, and the Speaker of the House of
71 Representatives of the state of Missouri; and

73 BE IT FUR THER RESOL VED that this resolution be sent to the Governor for his
74 approval or rejection pursuant to the Missouri Constitution.
