WHEREAS, the Infrastructure Investment and Jobs Act of 2021 provided funding for
2 the Broadband Equity , Access, and Deployment (BEAD) Program to be administered by the
3 National T elecommunications and Information Administration (NTIA) of the U.S.
4 Department of Commerce; and
5
6 WHEREAS, in 2024, Missouri's BEAD program was approved by NTIA, allowing
7 the state of Missouri to access BEAD funds; and
8
9 WHEREAS, at $1.7 billion, Missouri's allocation of BEAD funds was the third
10 highest in the United States; and
11
12 WHEREAS, in 2025, Missouri began accepting project proposals for BEAD funding;
13 and
14
15 WHEREAS, in June of 2025, the NTIA modified the requirements for BEAD
16 projects; and
17
18 WHEREAS, in June 2025, Iowa's Senator Joni Ernst filed Senate Bill 3259, which
19 would require a clawback of BEAD funds that had not been released:

21 NOW THEREFORE BE IT RESOL VED that the members of the House of
22 Representatives of the One Hundred Third General Assembly , Second Regular Session, the
23 Senate concurring therein, hereby urg e the NTIA to allow the state of Missouri to access the
24 BEAD funds that were allocated to the state; and
25
26 BE IT FUR THER RESOL VED that the Of fice of Broadband Development within
27 Missouri's Department of Economic Development be allowed to continue to manage grants in
28 the same manner as previously required; and
29
30 BE IT FUR THER RESOL VED that the Chief Clerk of the Missouri House of
31 Representatives be instructed to prepare a properly inscribed copy of this resolution for the
32 members of the Missouri Congressional delegation and Arielle Roth, the Assistant Secretary
33 of Commerce for Communications and Information.
