WHEREAS, rising health care costs remain a significant concern for Missouri
2 families, employers, and communities, and improving affor dability is a top priority for all
3 Missourians and Americans; and
4
5 WHEREAS, American patients have subsidized innovation and low-cost prescription
6 drugs for wealthy foreign countries who must start to pay their fair share; and
7
8 WHEREAS, President Donald J. T rump has taken creative actions aimed at
9 improving the af fordability of health care for Missourians and all Americans while protecting
10 U.S. leadership in global medical innovation and investment in research and development;
11 and
12
13 WHEREAS, the T rump Administration intends to leverage federal trade authorities to
14 ensure foreign nations pay more for prescription drugs and announced agreements to bring
15 lower medicine prices to U.S. patients; and
16
17 WHEREAS, on September 30, 2025, President T rump announced T rumpRx, an
18 online direct-purchasing platform that aims to connect American patients with lower prices
19 for their prescription medications, increase transparency , and bypass supply chain
2 0 middlemen; and

22 WHEREAS, it is essential that Missouri patients who choose to secure their
23 medications through T rumpRx do not forfeit access to the health plan benefits that they
24 already pay for; and
25
26 WHEREAS, Missourians who use T rumpRx could be steered back to higher- cost
27 channels if their cash-pay expenses are not applied toward their health plan deductibles and
28 out-of-pocket maximums; and

30 WHEREAS, safeguarding health insurance coverage and ensuring parity for all
31 patient out-of-pocket prescription drug costs would promote market competition and
32 complement the T rump Administration's ef forts to improve af fordability; and
33
34 WHEREAS, on November 6, 2025, the Centers for Medicare & Medicaid Services
35 announced the GENErating cost Reductions fOr U.S. Medicaid (GENEROUS) Model to
36 enable state Medicaid programs to voluntarily access lower drug prices through federally
37 negotiated supplemental rebates; and

39 WHEREAS, the GENEROUS Model may offer Missouri and MO HealthNet a
40 pathway to achieve significant cost savings from federal agreements:

42 NOW THEREFORE BE IT RESOL VED that the members of the House of
43 Representatives of the One Hundred Third General Assembly , Second Regular Session, the
44 Senate concurring therein, hereby express support for T rumpRx and encourage the U.S.
45 Department of Health and Human Services to act to prevent discriminatory insurance
46 practices and require health insurance plans and pharmacy benefits managers to apply all
47 patient-paid prescription drug expenditures, including those obtained through T rumpRx and
48 similar direct-purchasing platforms, toward patients' cost-sharing requirements, such as
49 deductibles and out-of-pocket maximums; and

51 BE IT FUR THER RESOL VED that the Missouri General Assembly strongly ur ges
52 health insurers and pharmacy benefits managers to announce that they will apply all patient-
53 paid prescription drug expenditures, including those obtained through T rumpRx and similar
54 direct-purchasing platforms, toward patients' cost-sharing requirements, such as deductibles
55 and out-of-pocket maximums; and

57 BE IT FUR THER RESOL VED that the Missouri General Assembly requests that
58 the Missouri Department of Health and Senior Services assess the GENEROUS Model and
59 report and remove any barriers that would prevent or delay MO HealthNet's participation to
60 ensure that Missouri can realize potential cost savings; and

62 BE IT FUR THER RESOL VED that the Chief Clerk of the Missouri House of
63 Representatives be instructed to prepare a properly inscribed copy of this resolution for the
64 President of the United States, the United States Secretary of Health and Human Services, and
65 each member of the Missouri Congressional delegation.
