WHEREAS, Donald J. T rump has, through repeated public statements and conduct,
2 undermined the foundational principle of equality under the law for all Americans; and
3
4 WHEREAS, generations of men and women fought and sacrificed to secure the
5 constitutional rights and civil liberties of every person in this nation, including those whose
6 rights were long denied and withheld until the enactment of the Civil Rights Act of 1964; and
7
8 WHEREAS, African Americans have been indispensable to the development and
9 prosperity of the United States, contributing profoundly to its infrastructure, innovation,
10 agriculture, cuisine, military service, medicine, science, and ener gy systems; and
11
12 WHEREAS, African Americans helped build and sustain this nation through
13 resilience, labor , sacrifice, and an enduring commitment to democratic ideals despite systemic
14 discrimination;
15
16 WHEREAS, African Americans were historically subjected to literacy tests, poll
17 taxes, and other discriminatory barriers designed to suppress their right to vote, yet persisted
18 in civic participation resulting in the election of the first Black member of Congress in 1870
19 and the first Black woman elected to Congress in 1968; and
20
21 WHEREAS, white supremacist systems sought to dehumanize African Americans
22 through racial terror , lynching, historical erasure, and racist caricature, ef forts intended to
23 diminish their humanity and civic standing; and
24
25 WHEREAS, Donald J. T rump has been publicly associated with the dissemination of
26 racially of fensive content depicting former President Barack Obama and former First Lady
27 Michelle Obama as apes, imagery historically used to dehumanize Black Americans; and
28
29 WHEREAS, he has not publicly accepted full responsibility for the dissemination of
30 such content; and

32 WHEREAS, this state and this nation must reject all forms of racial dehumanization
33 and af firm the equal dignity and worth of every person:

35 NOW THEREFORE BE IT RESOL VED that the members of the House of
36 Representatives of the One Hundred Third General Assembly , Second Regular Session, the
37 Senate concurring therein, hereby condemn the racially of fensive content disseminated by
38 Donald J. T rump; and
39
40 BE IT FUR THER RESOL VED that the Chief Clerk of the Missouri House of
41 Representatives be instructed to prepare a properly inscribed copy of this resolution for
42 President Donald J. T rump.
