JOINT RESOLUTION
Submitting to the qualified voters of Missouri an amendment to Article I of the Constitution
of Missouri, by adopting one new section relating to state regulation of contracts.
Be it r esolved by the House of Repr esentatives, the Senate concurring ther ein:
That at the next general election to be held in the state of Missouri, on T uesday next
2 following the first Monday in November , 2026, or at a special election to be called by the
3 governor for that purpose, there is hereby submitted to the qualified voters of this state, for
4 adoption or rejection, the following amendment to Article I of the Constitution of the state of
5 Missouri:
Section A. Article I, Constitution of Missouri, is amended by adopting one new
2 section, to be known as Section 37, to read as follows:
Section 37. 1. Except as prov ided under subsection 2 of this section, no law
2 impairing the rights of private parties in any market or industry to set prices or
3 compensation for goods or services offer ed or r eceived shall be adopted by the state.
4 2. The provi sions of subsection 1 of this section shall not apply to laws involving:
5 (1) Existing industries regul ated under state law as of the effective date of this
6 section; and
7 (2) The rights of a community in the use of a share d natural r esource.
8 3. The pr ovisions of subsection 1 of this section shall not apply to contracts or
9 agr eements in existence prior to the adoption of this section. The terms or obligations of
10 such contracts or agr eements shall continue to rem ain in effect until the termination,
