JOINT RESOLUTION
Submitting to the qualified voters of Missouri an amendment repealing Section 8 of Article
III of the Constitution of Missouri, and adopting one new section in lieu thereof
relating to term limits for members of the general assembly .
Be it r esolved by the House of Repr esentatives, the Senate concurring ther ein:
That at the next general election to be held in the state of Missouri, on T uesday next
2 following the first Monday in November , 2026, or at a special election to be called by the
3 governor for that purpose, there is hereby submitted to the qualified voters of this state, for
4 adoption or rejection, the following amendment to Article III of the Constitution of the state
5 of Missouri:
Section A. Section 8, Article III, Constitution of Missouri, is repealed and one new
2 section adopted in lieu thereof, to be known as Section 8, to read as follows:
Section 8. 1. Befor e December 5, 2030, no one shall be elected to serve more than
2 eight years total in any one house of the General Assembly nor more than sixteen years total
3 in both houses of the General Assembly . In applying this section, service in the General
4 Assembly resulting from an election prior to December 3, 1992, or service of less than one
5 year , in the case of a member of the house of representatives, or two years, in the case of a
6 member of the senate, by a person elected after the ef fective date of this section to complete
7 the term of another person, shall not be counted.
EXPLANA TION — Matter enclosed in bold-faced brackets [thus] in the above bill is not enacted and is
intended to be omitted from the law . Matter in bold-face type in the above bill is proposed language.
8 2. Beginning December 5, 2030, no one shall be elected to serve mor e than
9 sixteen years total in both houses of the General Assembly . Service in the General
10 Assembly res ulting fr om an election prior to December 5, 2030, shall be counted.
11 3. No person serving in the General Assembly shall serve as the speaker of the
12 house of r epresent atives for mor e than thr ee terms or as presiden t pr o tempor e of the
13 senate for mor e than two terms.
Section B. Pursuant to chapter 1 16, and other applicable constitutional provisions and
2 laws of this state allowing the General Assembly to adopt ballot language for the submission
3 of this joint resolution to the voters of this state, the official summary statement of this
4 resolution shall be as follows:
5 "Shall the Missouri Constitution be amended to:
6 • Prohibit legislators from serving more than sixteen years total in both houses of the
7 General Assembly; and
8 • Limit the length of time any legislator can serve as Speaker of the House of
9 Representatives or President Pro T empore of the Senate?".
