JOINT RESOLUTION
Submitting to the qualified voters of Missouri an amendment repealing Section 43(c) of
Article IV of the Constitution of Missouri, and adopting two new sections in lieu
thereof relating to state revenues for natural resource management.
Be it r esolved by the House of Repr esentatives, the Senate concurring ther ein:
That at the next general election to be held in the state of Missouri, on T uesday next
2 following the first Monday in November , 2026, or at a special election to be called by the
3 governor for that purpose, there is hereby submitted to the qualified voters of this state, for
4 adoption or rejection, the following amendment to Article IV of the Constitution of the state
5 of Missouri:
Section A. Section 43(c), Article IV , Constitution of Missouri, is repealed and two
2 new sections adopted in lieu thereof, to be known as Sections 43(c) and 55, to read as follows:
Section 43(c). [ The ef fective date of this amendment shall be July 1, 1977. ] 1. All
2 laws inconsistent with this amendment shall no longer remain in full force and ef fect after
3 [ July 1, 1977 ] the effective date of this amendment . All of the provisions of sections 43(a)-
4 (c) shall be self-enforcing except that the general assembly shall adjust brackets for the
5 collection of the sales and use taxes.
6 2. Upon voter appr oval of this measur e, the provi sions of sections 43(a) to 43(c)
7 of this article shall be authorized and continue for ten years. T en years after such voter
8 appr oval, and for every ten years ther eafter , the issue of whether to continue to impose
9 the sales and use tax described in sections 43(a) to 43(c) of this article shall be

10 r esubmitted to the voters for appr oval. If a majority of the voters fail to appr ove the
11 continuance of such sales and use tax, sections 43(a) to 43(c) of this article shall
12 terminate at the end of the second fiscal year after the election in which voters failed to
13 appr ove the measur e.
Section 55. 1. A department that receives fr om the state any r evenue fr om such
2 department's management of any natural reso urces of this state shall rem it twenty-five
3 per cent of the revenu e to the county in which the natural r esources ar e located or
4 r emoved, as pro vided by general law .
5 2. The general assembly may enact general laws to pr ovide for the method and
6 pr oportion of any rem ittance to a county r equir ed under subsection 1 of this section.
