JOINT RESOLUTION
Submitting to the qualified voters of Missouri an amendment to Article VI of the Constitution
of Missouri, by adopting one new section relating to metropolitan districts.
Be it r esolved by the House of Repr esentatives, the Senate concurring ther ein:
That at the next general election to be held in the state of Missouri, on T uesday next
2 following the first Monday in November , 2026, or at a special election to be called by the
3 governor for that purpose, there is hereby submitted to the qualified voters of this state, for
4 adoption or rejection, the following amendment to Article VI of the Constitution of the state
5 of Missouri:
Section A. Article VI, Constitution of Missouri, is amended by adopting one new
2 section, to be known as Section 34, to read as follows:
Section 34. 1. Metr opolitan districts established under Section 30(a) of this
2 Article shall be subject to the pr ovisions of this section.
3 2. The governing bodies of the city and county shall draw six districts that ar e as
4 near as equal in population as practicable. Board members of the metrop olitan district
5 shall be elected, one from each district. Districts shall be r edrawn following each
6 decennial census.
7 3. The governing bodies of the city and county shall set the length of terms for
8 board members. The length of terms shall become effective at the first election for each
9 member that occurs after December 3, 2026.
