JOINT RESOLUTION
Submitting to the qualified voters of Missouri an amendment repealing Section 49 of Article
III of the Constitution of Missouri, and adopting one new section in lieu thereof
relating to initiative petitions.
Be it r esolved by the House of Repr esentatives, the Senate concurring ther ein:
That at the next general election to be held in the state of Missouri, on T uesday next
2 following the first Monday in November , 2026, or at a special election to be called by the
3 governor for that purpose, there is hereby submitted to the qualified voters of this state, for
4 adoption or rejection, the following amendment to Article III of the Constitution of the state
5 of Missouri:
Section A. Section 49, Article III, Constitution of Missouri, is repealed and one new
2 section adopted in lieu thereof, to be known as Section 49, to read as follows:
Section 49. The people reserve power to propose and enact or reject laws and
2 amendments to the constitution by the initiative, independent of the general assembly , and
3 also reserve power to approve or reject by referendum any act of the general assembly , except
4 as hereinafter provided. No measur e that is submitted by the initiative and appr oved by a
5 majority of the votes cast ther eon shall be amended or re pealed by the general assembly
6 except by ref erend um.
