JOINT RESOLUTION
Submitting to the qualified voters of Missouri an amendment repealing Section 23 of Article
III of the Constitution of Missouri, and adopting one new section in lieu thereof
relating to bills filed by the general assembly .
Be it r esolved by the House of Repr esentatives, the Senate concurring ther ein:
That at the next general election to be held in the state of Missouri, on T uesday next
2 following the first Monday in November , 2026, or at a special election to be called by the
3 governor for that purpose, there is hereby submitted to the qualified voters of this state, for
4 adoption or rejection, the following amendment to Article III of the Constitution of the state
5 of Missouri:
Section A. Section 23, Article III, Constitution of Missouri, is repealed and one new
2 section adopted in lieu thereof, to be known as Section 23, to read as follows:
Section 23. No bill shall contain more than one subject which shall be clearly
2 expressed in its title, except bills enacted under the third exception in section 37 of this article
3 and general appropriation bills, which may embrace the various subjects and accounts for
4 which moneys are appropriated. For the purposes of this section, "one subject" shall
5 mean a single, specific, and particular legislative purpose.
