WHEREAS, the T enth Amendment to the Constitution of the United States reserves
2 powers not delegated to the federal government to the states, and education is not enumerated
3 as a responsibility of the federal government; and
4
5 WHEREAS, the U. S. Department of Education's creation in 1980 has led to
6 significant federal overreach in education through burdensome regulations and one-size-fits-
7 all mandates; and
8
9 WHEREAS, despite an annual budget of $60 billion and another $276 billion in one-
10 time spending for COVID-19 recovery ef forts, 4th and 8th grade reading scores remain
11 roughly unchanged since the early 1990s when national measurements first began; and
12
13 WHEREAS, states and local communities possess unique knowledge of their
14 students' educational needs and are best positioned to develop the curriculum and policies that
15 reflect their values and priorities; and
16
17 WHEREAS, President T rump has publicly expressed a desire to eliminate the U. S.
18 Department of Education and rightfully put the states back in char ge of education; and
19
20 WHEREAS, the elimination of the U.S. Department of Education is not only a
21 constitutional necessity but will also cause taxpayer dollars to be spent more ef ficiently and
22 lead to better student outcomes:

24 NOW THEREFORE BE IT RESOL VED that the Missouri House of
2 5 Representatives, One Hundred Third General Assembly , Second Regular Session, hereby
26 supports federal effor ts to eliminate the U.S. Department of Education and ur ges the United
27 States Congress to fully cooperate with these ef forts; and
28
29 BE IT FUR THER RESOL VED that the Chief Clerk of the Missouri House of
30 Representatives be instructed to prepare a properly inscribed copy of this resolution for the
31 President of the United States, the Speaker of the United States House of Representatives, and
32 the Majority Leader of the United States Senate.
