AN ACT
To amend chapter 590, RSMo, by adding thereto one new section relating to public safety.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Chapter 590, RSMo, is amended by adding thereto 1
one new section, to be known as section 590.1000, to read as 2
follows:3
590.1000. 1. As used in this section, the following 1
terms mean: 2
(1) "Automated license plate reader system", a system 3
of one or more cameras combined with computer algorithms to 4
convert images of license plates into data readable by a 5
computer; 6
(2) "Captured plate data", the global positioning 7
device coordinates, date and time, photograph, license plate 8
number, and any other data captured by an automated license 9
plate reader system; 10
(3) "License plate", the same meaning as is ascribed 11
to such term or the term "registration plate" in chapter 301; 12
(4) "Public highway", any public thoroughfare for 13
vehicles, including state highways, county roads, and public 14
streets, avenues, boulevards, parkways, and alleys in any 15
municipality. 16
2. No county, city, town, village, municipality, state 17
agency, or other political subdivision of this state shall 18

purchase, install, or use any automated license plate reader 19
system, or access or use plate data captured from vehicles 20
located on a public highway. 21
3. This section shall not apply with regard to 22
automated license plate reader systems affixed to vehicles 23
occupied by a peace officer. 24
4. This section shall not apply with regard to the 25
accessing or use of captured plate data captured by a third- 26
party vendor in accordance with sections 303.420 to 303.440. 27
