AN ACT
To amend chapter 1, RSMo, by adding thereto one new section relating to requirements for public
entities to achieve specific diversity, equity, or inclusion standards.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Chapter 1, RSMo, is amended by adding thereto 1
one new section, to be known as section 1.2030, to read as 2
follows:3
1.2030. 1. No funds shall be expended by any state 1
department for intradepartmental programs, staffing, or 2
other initiatives associated with "diversity, equity, and 3
inclusion" or "diversity, inclusion, and belonging" or any 4
other initiative that promotes the preferential treatment of 5
any individual or group of individuals based on race, color, 6
religion, sex, gender, sexual orientation, ethnicity, 7
national origin, or ancestry and: 8
(1) The concept that disparities between groups are 9
solely the result of oppression; 10
(2) Collective guilt ideologies; 11
(3) Intersectional or divisive identity activism; or 12
(4) The limiting of freedom of conscience, thought, or 13
speech. 14
2. The provisions of subsection 1 of this section 15
shall not prohibit state departments from any of the 16
following: 17

(1) Following federal and state employment and 18
antidiscrimination laws; or 19
(2) Complying with the Americans with Disabilities 20
Act, 42 U.S.C. Section 12101, et seq. 21
3. No state department shall mandate, require, or 22
incentivize private sector employers to implement programs 23
or initiatives described in subsection 1 of this section as 24
a condition of awarding a state contract. 25
