AN ACT
To repeal sections 571.121 and 571.230, RSMo, and to enact in lieu thereof two new sections
relating to concealed carry permits.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Sections 571.121 and 571.230, RSMo, are 1
repealed and two new sections enacted in lieu thereof, to be 2
known as sections 571.121 and 571.230, to read as follows:3
571.121. 1. Any person issued a concealed carry 1
permit pursuant to sections 571.101 to 571.121, or a 2
concealed carry endorsement issued prior to August 28, 2013, 3
shall carry the concealed carry permit or endorsement at all 4
times the person is carrying a concealed firearm and shall 5
display the concealed carry permit and a state or federal 6
government-issued photo identification or the endorsement or 7
permit upon the request of any peace officer. Carrying and 8
display of a concealed carry permit or endorsement as 9
required under this subsection may be accomplished by the 10
carrying and display of a digital copy of such concealed 11
carry permit or endorsement, which includes but is not 12
limited to a personal photograph of the permit or 13
endorsement stored digitally on an electronic device. 14
Failure to comply with this subsection shall not be a 15
criminal offense but the concealed carry permit or 16

endorsement holder may be issued a citation for an amount 17
not to exceed thirty-five dollars. 18
2. Notwithstanding any other provisions of law, the 19
director of revenue, by carrying out his or her requirement 20
to issue a driver's or nondriver's license reflecting that a 21
concealed carry permit has been granted under the law as it 22
existed prior to August 28, 2013, shall bear no liability 23
and shall be immune from any claims for damages resulting 24
from any determination made regarding the qualification of 25
any person for such permit or for any actions stemming from 26
the conduct of any person issued such a permit. By issuing 27
the permit on the driver's or nondriver's license, the 28
director of revenue was merely acting as a scrivener for any 29
determination made by the sheriff that the person was 30
qualified for the permit. 31
571.230. Any person issued a Missouri lifetime or 1
extended concealed carry permit under sections 571.205 to 2
571.230, shall carry the permit at all times the person is 3
carrying a concealed firearm and shall display the permit 4
and a state or federal government-issued photo 5
identification upon the request of any peace officer. 6
Carrying and display of a permit as required under this 7
subsection may be accomplished by the carrying and display 8
of a digital copy of such permit, which includes but is not 9
limited to a personal photograph of the permit stored 10
digitally on an electronic device. Failure to comply with 11
this section shall not be a criminal offense but the 12
Missouri lifetime or extended concealed carry permit holder 13
may be issued a citation for an amount not to exceed thirty- 14
five dollars. 15
