AN ACT
To amend chapter 324, RSMo, by adding thereto one new section relating to the issuance of
professional licenses to certain individuals.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Chapter 324, RSMo, is amended by adding thereto 1
one new section, to be known as section 324.1173, to read as 2
follows:3
324.1173. 1. Notwithstanding any other provision of 1
law to the contrary, for purposes of obtaining a 2
professional or occupational license, a person has 3
demonstrated lawful presence and is eligible to obtain a 4
professional or occupational license if the person submits: 5
(1) An unexpired employment authorization document 6
issued by the United States Department of Homeland Security, 7
Form I-766; and 8
(2) Documentation issued by the United States 9
Department of Homeland Security, the United States 10
Citizenship and Immigration Services, or any other federal 11
agency, including a Form I-797 used by the United States 12
Citizenship and Immigration Services, demonstrating that 13
such person is described in Section 202(c)(2)(B)(i) through 14
(ix) of the federal REAL ID Act of 2005, Pub. L. 109-13. 15
2. A professional or occupational license issued to a 16
person eligible pursuant to subsection 1 of this section 17

shall be valid only for the period of time during which such 18
person's employment authorization document is valid. 19
3. Nothing in this section shall affect the 20
requirements to obtain a professional or occupational 21
license that are unrelated to the lawful presence 22
requirements demonstrated pursuant to this section. 23
4. Nothing in this section shall be construed to grant 24
eligibility for any public benefits other than obtaining a 25
professional or occupational license. 26
5. Any person who has complied with the requirements 27
of this section shall have his or her employment 28
authorization document verified through the Systematic Alien 29
Verification for Entitlements Program operated by the United 30
States Department of Homeland Security or an equivalent 31
program designated by the United States Department of 32
Homeland Security. 33
6. The general assembly enacts this section pursuant 34
to the authority provided in 8 U.S.C. Section 1621(d), as 35
such section existed on August 28, 2026. 36
