SB 1232 - This act requires all state departments, in making purchases for any information technology or a major information resources project, to ensure that the technology or project is capable of being deployed and run on a cloud computing service. When making a purchase for any information technology or a major information resources project, a department may determine that, due to integration limitations with legacy systems, security risks, or costs, the department is unable to purchase the technology or project capable of being deployed and run on cloud computing services.

AN ACT
To amend chapter 34, RSMo, by adding thereto one new section relating to ensuring cloud
computing capabilities on state information technology.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Chapter 34, RSMo, is amended by adding thereto 1
one new section, to be known as section 34.810, to read as 2
follows:3
34.810. 1. As used in this section, the following 1
terms mean: 2
(1) "Information technology", any of the following: 3
(a) Any computers and computer devices; 4
(b) A service related to the automation of an 5
information system, including computer software or 6
computers; or 7
(c) A telecommunications apparatus or device that 8
serves as a component of a voice, data, or video 9
communications network for transmitting, switching, routing, 10
multiplexing, modulating, amplifying, or receiving signals 11
on the network, and services related to telecommunications; 12
(2) "Cloud computing service", the meaning assigned by 13
Special Publication 800-145 issued by the National Institute 14
of Standards and Technology within the federal Department of 15
Commerce, as the definition existed on January 1, 2015; 16

(3) "Major information resources project", any 17
information resources technology project exceeding five 18
million dollars and that: 19
(a) Requires one year or longer to reach operations 20
status; 21
(b) Involves more than one department; or 22
(c) Substantially alters work methods of department 23
personnel or the delivery of services. 24
2. Except as provided by subsection 3 of this section, 25
a department shall ensure when making purchases for any 26
information technology or a major information resources 27
project that the technology or project is capable of being 28
deployed and run on a cloud computing service. 29
3. When making a purchase for any information 30
technology or a major information resources project, a 31
department may determine that, due to integration 32
limitations with legacy systems, security risks, or costs, 33
the department is unable to purchase the technology or 34
project capable of being deployed and run on cloud computing 35
services. 36
