AN ACT
To repeal section 116.050, RSMo, and to enact in lieu thereof one new section relating to
establishing a filing fee for initiative petitions.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Section 116.050, RSMo, is repealed and one new 1
section enacted in lieu thereof, to be known as section 116.050, 2
to read as follows:3
116.050. 1. Initiative and referendum petitions filed 1
under the provisions of this chapter shall consist of pages 2
of a uniform size. Each page, excluding the text of the 3
measure, shall be no larger than eight and one-half by 4
fourteen inches. Each page of an initiative petition shall 5
be attached to or shall contain a full and correct text of 6
the proposed measure. Each page of a referendum petition 7
shall be attached to or shall contain a full and correct 8
text of the measure on which the referendum is sought. 9
2. The full and correct text of all initiative and 10
referendum petition measures shall: 11
(1) Contain all matter which is to be deleted included 12
in its proper place enclosed in brackets and all new matter 13
shown underlined; 14
(2) Include all sections of existing law or of the 15
constitution which would be repealed by the measure; and 16

(3) Otherwise conform to the provisions of Article 17
III, Section 28 and Article III, Section 50 of the 18
Constitution and those of this chapter. 19
3. The secretary of state shall collect an initiative 20
petition filing fee of one thousand dollars for each 21
initiative petition filed if the petition relates to a 22
subject on which an initiative petition has been filed by 23
the petitioner since the most recent general election. No 24
fee shall be charged if the petition is the first petition 25
filed by the same petitioner on a particular subject. 26
